Amendment 0003 - Environmental Support Services - W911S6-26-R-A001
Description:
The purpose of Amendment 0003 to Solicitation W911S6-26-R-A001 is to extend the deadline for receipt of questions, provide Government responses to industry questions, update the Performance Work Statement (PWS) and Evaluation Criteria, incorporate new regulatory clauses, and attach additional documentation.
Specifically, this amendment accomplishes the following:
Extension of Question Deadline: The deadline for receipt of questions is extended from Monday, May 11, 2026, to Wednesday, May 13, 2026, at 10:00 AM MDT.
Key Personnel Clarification: Updates PWS Sections 1.6.10 and 1.6.10.1 to explicitly clarify the qualification requirements for the Alternate Project/Site Manager position and updates the corresponding evaluation criteria in the Addendum to FAR 52.212-2.
PWS and PRS Corrections: Incorporates the previously omitted PWS Section 5.10 (DTTF Inspection) and corrects the subsequent numbering and alignment discrepancies in PWS Sections 5.18 through 5.22 and the corresponding Performance Requirements Summary (PRS) matrix.
PWS Air Program Updates: Updates the Clean Air Act (CAA) Technical Management section (PWS 5.16) to include preparation/revisions to the Dugway Title V Permit and Approval Order, and adds the requirement to gather periodic reporting from data calls for all Dugway and tenant activities for emission calculations.
New Regulatory Requirement: Incorporates FAR Clause 52.222-90, Addressing DEI Discrimination by Federal Contractors, in accordance with Executive Order 14398.
Q&A Incorporation: Attaches the formal Government responses to industry questions submitted to date during the solicitation Q&A period.
Site Visit Documentation: Attaches the official Site Visit Presentation Slides and the Site Visit Attendee Roster.
Cybersecurity Documentation: Attaches a new reference sheet outlining CMMC/Cybersecurity requirements for the contract.
ADMINISTRATIVE NOTE REGARDING CLAUSES:
Due to a technical error in the contract writing system, FAR Clause 52.203-6 (Alternate I) and FAR Clause 52.224-3 (Alternate I) are showing as "deleted" in the Contract Clauses section of the SF 30 document. This is a system error. These clauses are still applicable to this acquisition, remain in full force and effect, and will be incorporated into the final contract award.
ACTION REQUIRED:
Offerors must acknowledge receipt of all amendments to this solicitation by signing and returning the associated Standard Form 30s (SF 30) with their proposal submission, prior to the hour and date specified for receipt of offers. Failure to acknowledge all amendments may result in a proposal being determined unacceptable.
All other terms, conditions, and the proposal due date remain unchanged.

AMENDMENT 0002 TO SOLICITATION W911S626RA001
The purpose of Amendment 0002 to the Environmental Support Services solicitation is to correct and replace the Past Performance Questionnaire attachment.
1. CHANGES TO SOLICITATION:
Revised Attachment 03: The original "Attachment 03 - Past Performance Questionnaire" is hereby deleted in its entirety and replaced with "Revised Attachment 03 - Past Performance Questionnaire."
The previous version contained administrative errors and non-applicable evaluation areas (e.g., software design, cost-reimbursement forecasting). The revised questionnaire has been tailored specifically to the Environmental Support Services Performance Work Statement (PWS) and the Lowest Price Technically Acceptable (LPTA) evaluation criteria.
Note to Offerors: Please ensure your clients and references utilize the Revised Attachment 03 when submitting their evaluations directly to the Government.
2. ACTION REQUIRED:
Offerors must acknowledge receipt of Amendment 0002 by completing, signing, and returning the Standard Form 30 (SF 30) with their final proposal submission.

The purpose of Amendment 0001 to the Environmental Support Services solicitation is to update facility and utility requirements.
1. CHANGES TO SOLICITATION:
Revised PWS: Performance Work Statement (PWS) Sections 3.2 (Facilities) and 3.3 (Utilities) have been updated to clarify that the Contractor is required to provide their own temporary office facilities. The Government will continue to provide the 90-day hazardous waste storage site and the operational footprint.
Revised Technical Exhibit 1: The "Facilities Map" has been replaced to clearly distinguish between Government-owned structures and Contractor-furnished office spaces.
2. QUESTIONS AND ANSWERS (Q&A):
The Government is currently collecting industry questions. A comprehensive Q&A document will be published via a subsequent amendment after the question submission deadline has passed (10:00 AM MDT on 11 May 2026).
3. ACTION REQUIRED:
Offerors must acknowledge receipt of Amendment 0001 by completing, signing, and returning the Standard Form 30 (SF 30) with their final proposal submission.
4. DEADLINES:

The Mission and Installation Contracting Command (MICC) - Dugway Proving Ground (DPG) has a requirement for comprehensive Environmental Support Services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to operate the DPG Central Hazardous Waste Storage Facility (CHWSF) and manage hazardous, non-regulated, and decontaminated chemical agent-related waste streams.
Additionally, the Contractor shall execute regulatory compliance support to ensure DPG operates in accordance with its RCRA Part B Permit, Clean Air Act (CAA) Title V Permit, and English Village Landfill Permit. Core tasks include, but are not limited to:
CHWSF, SWMU, and HWMU operations and inspections.
RCRA and CAA Technical Management and regulatory reporting.
Groundwater Monitoring, sampling, and data validation.
Underground Storage Tank (UST) and TSCA (Asbestos/Lead-Based Paint) compliance.
Hazardous Waste Generator formal and informal training.
ACQUISITION STRATEGY & SET-ASIDE
This requirement is being solicited as a 100% Total Small Business Set-Aside utilizing commercial procedures under FAR Part 12 and negotiated procedures under FAR Part 15.

Size Standard: $47.0 Million
Contract Type: Single-Award, Firm-Fixed-Price (FFP)
Period of Performance: One (1) month Phase-In, eleven (11) month Base Period, and four (4) 12-month Option Periods (Total duration not to exceed 66 months).
Source Selection: Lowest Price Technically Acceptable (LPTA).
SITE VISIT
A site visit will be held at Dugway Proving Ground to allow offerors to inspect the CHWSF and general conditions.

CYBERSECURITY REQUIREMENTS (CMMC & SPRS)
This contract requires the handling of Controlled Unclassified Information (CUI). In accordance with DFARS 252.204-7021 and 252.240-7997, offerors must have a current NIST SP 800-171 Assessment score posted in the Supplier Performance Risk System (SPRS) and meet the requirements for Cybersecurity Maturity Model Certification (CMMC) prior to award.
