ELECTRONIC HEALTH RECORD MODERNIZATION CONSTRUCTION OPPORTUNITIES

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is hosting an industry day and is seeking information and potential sources to determine a set-aside, if any, is appropriate for two projects located in the New England area valued between $40M and $100M. The projects are for the procurement of Electronic Health Record Modernization (EHRM) Infrastructure Upgrades construction projects in located at the West Haven VA Medical Center (VAMC) in West Haven, CT, and Togus VAMC, in Togus, ME. Both projects are for design-bid-build phased construction and involve complex electrical and HVAC renovations.

VHA PCAC will conduct an industry day to collaborate with general construction contractors and subcontractors of ALL size status’ that are interested in doing business with the VA in Connecticut and Maine. The day will start with a meet and greet between VA and Contractor attendees. We will review the design drawings and specifications, conduct a high-level site walkthrough, and discuss the phasing of the project. This will ensure all interested contractors understand the intent and requirements for the project.

This industry day will help the VA determine the method of procurement, such as tradeoff, and type of socioeconomic set-aside, if any, highlight any industry concerns, gauge general contractor interest in the project, and perform a site walk to show key areas of the project. This is an opportunity for industry to influence procurement decisions that will shape the course of the project. Your feedback and collaboration is vital for successful construction and deployment of the EHR program.

PROJECT DESCRIPTION / DESCRIPTION OF WORK / REQUIREMENT

The VA is seeking general contractors to furnish all labor, materials, equipment, and supervision, and perform all work necessary to prepare the site for building operations and complete the EHRM Infrastructure Upgrades construction projects at VA Medical Centers in West Haven, CT, and Togus, ME. Work includes general construction, alterations, telecommunications, electrical, HVAC, Plumbing, Hazardous Waste Removal, and other disciplines as required to complete the scope of these projects. Projects involve expansion of existing telecommunication rooms (TRs), power upgrades, replacement of data cabling with CAT6A, renovation of existing data center to include power / data / equipment / HVAC. All work is to be performed in accordance with the drawings and specifications.

ADMINISTRATIVE

The industry day will be held on October 7 in West Haven, CT, and October 8 in Togus, ME, from 9:00 AM ET to 12:00 PM ET at each location. The meeting location for West Haven will be the Donaldson Center in Building 2 at the West Haven campus located at 950 Campbell Avenue, West Haven, CT 06516. Take the elevator to the second floor and follow signs to Donaldson Center “C”. The meeting location for Togus will be the auditorium in Building 210 at the Togus campus located at 810 Eastern Avenue, Augusta ME 04330.
