RFQ PCA-ORS-09024 — Building 31 Cafeteria Kitchen Equipment Replacement

COMBINED SYNOPSIS/SOLICITATION

(i) Description. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR Subpart 12.6, as supplemented by the information contained in this notice. This announcement constitutes the only solicitation; quotations are requested, and a separate written solicitation will not be issued.

(ii) Solicitation Number. PCA-ORS-09024. This solicitation is issued as a Request for Quotation (RFQ).

(iii) Provisions and Clauses. The solicitation incorporates provisions and clauses in effect through the current Federal Acquisition Circular.

(iv) NAICS / PSC / Set-Aside. This acquisition is full and open. The applicable NAICS code is 333241, Food Product Machinery Manufacturing. The Product Service Code is 7310, Food Cooking, Baking, and Serving Equipment.

(v) Description of Requirement. The National Institutes of Health (NIH), Office of Research Services, requires turnkey replacement of three (3) pieces of commercial kitchen equipment in the Building 31 Cafeteria, including furnishing new equipment, removal and disposal of existing equipment, installation, utility connections, startup, testing, commissioning, and operator familiarization.

This is a brand-name-or-equal requirement. The manufacturers and models identified below are cited solely as references for size, capacity, and capability. Equal products meeting or exceeding all salient characteristics are acceptable. Offerors proposing equal products shall provide manufacturer specifications or cut sheets demonstrating compliance with each applicable salient characteristic.

CLIN 0001 — Double-stack gas convection oven, brand-name-or-equal, delivered and installed — Qty 1

CLIN 0002 — Gas convection steamer, brand-name-or-equal, delivered and installed — Qty 1

CLIN 0003 — Gas tilting skillet, brand-name-or-equal, delivered and installed — Qty 1

CLIN 0004 — Removal and disposal of existing equipment; utility connections; startup, testing, commissioning, and operator familiarization — 1 Lot

(vi) Statement of Work.

Objective. The contractor shall furnish all labor, supervision, equipment, transportation, materials, tools, installation hardware, and incidental services necessary to remove and replace the commercial kitchen equipment identified below and provide fully operational replacement units.

Salient Characteristics

Item 1 — Double-Stack Gas Convection Oven
Reference: Vulcan VC44GD, Natural Gas

The oven shall:

• Be a double-stacked configuration with two independent full-size baking sections.

• Operate on natural gas.

• Accommodate standard full-size 18 in. × 26 in. sheet pans, with multiple rack positions in each section.

• Provide solid-state or thermostatic temperature controls.

• Have stainless steel front, top, and sides.

Item 2 — Gas Convection Steamer
Reference: Cleveland SteamCraft 24CGA10

The steamer shall:

• Be a natural gas-fired convection steamer.

• Provide steam generation appropriate for a 10-pan-capacity unit.

• Accommodate a total of at least ten (10) full-size 12 in. × 20 in. steam-table pans.

• Have stainless steel construction.

• Provide automatic controls and timer functionality.

Item 3 — Gas Tilting Skillet
Reference: Cleveland SGL-40-TR, Natural Gas

The skillet shall:

• Be a floor-model, natural gas-fired tilting skillet/braising pan.

• Provide approximately 40-gallon capacity.

• Provide a manual or powered tilt mechanism.

• Provide thermostatic temperature control.

• Have stainless steel construction with a pour lip and cover.

Performance Requirements

Project Coordination. The contractor shall coordinate all work with the COR and Building 31 Cafeteria management, conduct a pre-installation site verification, confirm equipment dimensions and existing utility locations, and schedule work to minimize disruption to cafeteria operations.

Removal of Existing Equipment. The contractor shall disconnect and remove the existing equipment; protect floors, walls, ceilings, and adjacent equipment; lawfully dispose of removed equipment; and remove all associated debris.

Delivery and Installation. The contractor shall deliver the replacement equipment to Building 31, move each unit to its final location, assemble, level, and secure the equipment as required, install manufacturer-required accessories, and connect applicable existing gas, electrical, water, plumbing, and steam services.

Each unit shall include the manufacturer's standard accessories, installation hardware, and warranty.

Utility Connections and Minor Modifications. The contractor shall perform minor utility modifications directly necessary for installation, including gas piping connections, shutoff valves, flexible gas connectors, electrical reconnections, water connections, and steam connections, as applicable. Utility shutdowns shall be coordinated in advance with NIH.

Major utility upgrades, building modifications, or work outside the immediate equipment installation area are not included unless authorized by the Contracting Officer.

Startup and Commissioning. The contractor shall perform manufacturer-required startup and complete operational testing, including verification of burner operation, ignition systems, thermostat calibration, temperature accuracy, steam generation, safety interlocks, and applicable operating pressures.

Operator Familiarization. The contractor shall provide on-site familiarization for NIH cafeteria personnel covering safe operation, routine cleaning, daily inspections, preventive maintenance, and manufacturer recommendations.

Deliverables. The contractor shall provide:

• Installation schedule;

• Manufacturer operating and maintenance manuals;

• Warranty documentation;

• Startup and test reports;

• Utility verification documentation; and

• Final inspection/commissioning documentation.

Government Responsibilities. NIH will provide facility access, designate a COR, coordinate building access and utility shutdowns, review required deliverables, and perform final acceptance inspection.

Applicable Standards. Work shall comply with applicable OSHA requirements, NFPA codes, local building and safety codes, NIH facility and safety requirements, and manufacturer installation instructions.

(vii) Place of Performance. National Institutes of Health, Building 31 Cafeteria, 31 Center Drive, Bethesda, Maryland 20892.

(viii) Period of Performance. All work shall be completed within 90 calendar days after receipt of award, unless otherwise authorized by the Contracting Officer. Work shall normally be performed during NIH business hours unless otherwise approved. Activities requiring interruption of cafeteria operations shall be coordinated in advance with NIH.

(ix) FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies. Quotations shall include:

1. Completed pricing for all CLINs;

2. Manufacturer literature or cut sheets demonstrating compliance with the salient characteristics for each proposed item;

3. Proposed delivery and installation lead time; and

4. Evidence of current SAM registration.

(x) FAR 52.212-2, Evaluation—Commercial Products and Commercial Services. Award will be made to the responsible offeror submitting the lowest-priced technically acceptable (LPTA) quotation.

Technical acceptability requires demonstration that each proposed item meets or exceeds all applicable salient characteristics and that the offeror can complete removal, installation, startup, and commissioning within the required period of performance.

Price will be evaluated based on the total price of all CLINs.

(xi) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, unless current representations and certifications are maintained in SAM.

(xii) FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, applies.

(xiii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services, applies. Applicable clauses will be identified by the Contracting Officer.

(xiv) Questions. Questions shall be submitted in writing to the point of contact below no later than September 8, 2026, at 2:00 PM ET. Government responses will be posted by amendment on SAM.gov.

(xv) Quotation Due Date/Time. September 12, 2026, at 2:00 PM ET.
