THIS IS A REQUEST FOR INFORMATION (RFI) AND SOURCES SOUGHT NOTICE (SSN) for Construction services for Phases 4-6 of the Restack at the E. Barrett Prettyman U.S. Courthouse, 333 Constitution Ave., NW, Washington, DC 20001. THIS IS NOT A REQUEST FOR PROPOSAL (RFP).
The U.S. General Services Administration (GSA), Public Buildings Service (PBS), Acquisition Project Delivery – Capital Construction Division (PQA), is conducting market research: To determine if there are adequate Small Business, HUBZone small business, Women-Owned small business, or Service-Disabled Veteran-Owned small business contractors capable of performing the construction services for the requirement described herein. If it is determined that adequate competition exists, the GSA may set the requirement aside for competition among the selected group.
GSA is seeking all qualified, interested sources (all Small Businesses) to respond to this RFI to provide construction services for the remaining Phases 4-6 to complete the District and Bankruptcy Clerk’s Office consolidation and re-stacking to improve operational efficiencies at the E. Barrett Prettyman U.S. Courthouse. The E. Barrett Prettyman U.S. Courthouse is a federally owned, seven-story building, with one basement level and one subbasement prisoner movement corridor that serves as the headquarters for the the District of Columbia. The facility was completed in 1952 and was listed on the National Register of Historic Places in 2007. Immediately adjacent and connected to the Prettyman Courthouse, the William B. Bryant U.S. Courthouse Annex was completed in 2005. The project is a change in space. This project is not a change in occupancy.
Procurement: These services will be provided at a firm-fixed price. GSA anticipates a Total Small Business Set-aside procurement strategy. This office anticipates award of a contract for these services in Fall of 2026. Contract duration is estimated to be 210 calendar days. Estimated magnitude of construction: more than $10,000,000. The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45M.
Required Contractor Qualifications: Interested firms are sought with recent and relevant experience, specifically:
Experience on Similar Projects
The Offeror must demonstrate successful experience as a Contractor responsible for the construction of three (3) similar projects substantially completed within the last five (5) years.
A “similar project” is defined as a project that is comparable in nature, type, and complexity as defined by all of the following characteristics: Project involved the renovation of interior federal, state or local court space including judges’ chambers, integrated workspace and jury assembly area in the Washington D.C metro area; Project was performed in an occupied, historic, and functioning office building of at least 20,000 GSF; Project included requirements for noise control if work performed in occupied facility during operational hours. Proposal must clearly demonstrate off-hours work or noise control; and Project involved work in a building listed in the National Register of Historic Places.
Key Personnel
The Offeror must provide a Resume for the following Key Personnel that includes the information identified below and must meet the minimum requirements stated here:
GC Principal Project Manager - must possess a minimum of 5 years’ experience as a project manager on federal construction projects
GC On-site Project Superintendent - must possess a minimum of 5 years’ experience as a Construction Superintendent on federal construction projects
Past Performance of Offeror
The Offeror shall submit two Past Performance Questionnaires (PPQ) filled out by owner references with knowledge of the Offeror’s performance of the associated construction contract.
Bonding Requirement
Please confirm that your firm currently has sufficient bonding capacity for a project of at least $15M. Also, please confirm that your firm currently has an aggregate bonding capacity of at least $25M.
Any resultant contract shall adhere to the GSA PBS Core Buildings Standards, Building Information Modeling (BIM).
All interested parties may submit to the Contracting Officer a written Letter of Interest including a Capability Statement addressing the following information (five (5) single-sided page limit) in Portable Document Format). Additional pages will not be considered. All information submitted is subject to verification. Additional information may be requested to substantiate responses. The Government will use this information to assess your firm’s capability to perform this project.

Responses to this RFI shall be used for planning purposes only and shall not commit GSA to issue a solicitation(s) for this requirement. The Government is not obligated to and will not pay for any information received from the respondents as a result of this market research. It is, however, anticipated that a solicitation based on the outcome of this market survey will be published and that a subsequent contract from the solicitation will be awarded.
