PART 1 - General Description:
The purpose of this notice is to obtain information on the interests, capabilities, and qualifications of multiple types of small business firms to determine if a set-aside is appropriate. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Proposals are NOT being requested or accepted at this time.
The Department of Veterans Affairs, Great Lakes Acquisition Center, requests a letter of interest from the following types of specialized construction small businesses firms interested in performing construction work at the Edward Hines, Jr. VA Hospital:
Service-Disabled Veteran Owned Small Businesses (SDVOSB),
Veteran Owned Small Businesses (VOSB),
Women Owned Small Businesses (WOSB),
8(a) Businesses,
HUBZone Businesses, and
Small Businesses (SB)
Large Business
This project is classified under NAICS Code: 238210 - Electrical Contractors and Other Wiring Installation Contractors with a small-business size limit of $19.0 Million and PSC Y1PZ (Product Service Code Construction Other Non-Building Facilities)
In accordance with VAAR 852.219-75(a)(iii) Special trade construction contractors, should this acquisition be procured as an SDVOSB or VOSB -
[ ] The contractor will not pay more than 75% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219-73 or certified VOSBs listed in the SBA certification database as set forth in 852.219-74. Any work that a similarly situated certified SDBOSB/VOSB subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Costs of materials are excluded and not considered to be subcontracted.

The magnitude of construction for this work is more than $10,000,000.
The period of performance shall not exceed 450 calendar days.
PART 2 - SCOPE OF WORK OVERVIEW:
The existing gate system and perimeter fencing at the Hines VA campus does not have video surveillance, card reader access, pedestrian access gates, remote gate control and in some locations damaged fencing or missing sections. Most of the existing gates need to be closed manually and do not have mechanical drives for closure.
The primary objectives of this contract are to furnish all labor, materials, equipment, tools, and qualified supervision necessary to:
1) Task 1: Install upgraded and code compliant power and communications infrastructure to support security systems and gate operations for Building 205 and Gates 2, 3, and 4 and replace any non-compliant perimeter fencing along 5th Avenue.
2) Task 2: Modernize and secure campus primary entrance (Gate 1), by implementing power, communications, security, fence, and gate control improvements at Gate 1 in the northeast sector and replace any non-compliant perimeter fencing surrounding Gate 1.
3) Task 3: Remove and permanently close Gate 13 and replace all non-compliant perimeter fencing along the Roosevelt Road fence line
4) Task 4, enhance northwest perimeter security by upgrading Gates 11 and 12, integrating required systems, and replacing non-compliant fencing along southbound 9th Avenue to Gate 10.
5) Task 5, strengthen the west perimeter by improving fencing and modernizing Gate 10 to support controlled access, and replace non-compliant fencing from Gate 10 to the southern boundary.
6) Task 6, upgrade Gate 7 to improve access control and security along the central southeastern perimeter and replace non-compliant fencing to the north and east of Gate 7.
7) Task 7, improve perimeter security near Building 37 by upgrading Gate 14 and associated communications infrastructure, and replace non-compliant fencing to the north and east of the building.
8) Task 8, enhance the southeastern perimeter by renovating Gates 8 and 9 and integrating required electrical, communications, and security upgrades, and replace non-compliant fencing along 1st Avenue.
9) Task 9, reconstruct the southern perimeter fence line to meet VA security standards and replace all non-compliant fencing.
PART 3 - Interested sources shall submit the following:
Company name, address, point of contact, phone number, SAM OID number, and business status.
Indicate the primary nature of your business, any teaming agreements or arrangements, self- performance, and intentions of subcontracting program, including set-asides.
Documentation relating to capability of performance. Provide two (2) examples of projects similar in scope, complexity, and cost magnitude of project description above.
Letter from the surety regarding the maximum bonding capability for a single contract action as well as the total aggregate bonding capacity.
Total submittal shall be no longer than (6) six pages in one .pdf file or word document.
