Foreign Military Sales Philippines Case Number ZB-P-LCN Prime Mover

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. 

Solicitation number 70Z02326Q92200038 is issued as a request for quotation (RFQ) for the purchase of Prime Movers (Road Truck) and maintenance supplies.  

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at Revolutionary FAR Overhaul at https://www.acquisition.gov/far-overhaul. Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026. 

The NAICS for this action is 336120 - Heavy Duty Truck Manufacturing. The supplies in this solicitation are best represented by PSC Code 2320 – Trucks and Truck Tractors, Wheeled.

Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102). 

The United States Coast Guard (USCG) has a requirement to procure two (2) Prime Movers (Road Trucks) to support asset transport and logistics operations in the Philippines.  

Brand Name or Equal Application: The preferred make and model for this requirement is the Ford F-350. However, in accordance with FAR provisions, this procurement is being solicited as "Brand Name or Equal." The Government is not restricting this procurement to a single manufacturer; rather, the Ford F-350 is used to establish the baseline of quality, performance, and characteristics desired. Any equivalent commercial vehicle submitted by an offeror that meets or exceeds the salient characteristics (Attachment I) including the capability to be locally supported in the Philippines—will be considered for award. Offerors proposing an 'or equal' model must submit technical specifications demonstrating compliance with these characteristics. Failure to provide sufficient descriptive literature will result in the quote being rejected.

• Quote Submission Deadline: Email quotes to the Contracting Officer at Micha.A.Wisniewski@uscg.mil and carbon copy (cc) the Contract Specialist at Dennis.S.Kokoskie@uscg.mil no later than August 26, 2026, at 1:00 PM EST. 

• Questions Deadline: Email questions to both the Contracting Officer and Contract Specialist no later than August 19, 2026, at 1:00 PM EST. 

• Acceptable Submission Method: Only electronic submissions via email will be accepted. 

Submitted quote must contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually. The offer must include specifications for the offered item if other that brand name, the total price for the item, and the estimated delivery date. 

Offers must be valid for at least 45 days. All offerors must have an active registration in SAM.gov at the time of offer submission. 

The government intends to make a single award to a responsible vendor that provides the lowest priced offer evaluated as technically acceptable. 

Offerors must be registered at SAM.gov at the time of offer submittal and have completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file. The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Entities are not required to update their entity registration to remove these representations in SAM.
