This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) (FAR) subpart 12.2, Solicitation, Evaluation, and Award as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 (eff. 10/01/2025).

Salient Characteristics:
CEILING MOUNTED PATIENT LIFT SALIENT CHARACTERISTICS
Lifting speed must be minimum 2.2 inches per second at maximum load capacity, with a soft/slow start and stop.
The track rails must be capable of accommodating stationary lock for lift unit and/or stationary lock for Traverse Rail with user capability via hand control to separately position and lock the lift motor and/or the traverse rail in designated location(s) when indicated for patient care activity.
The hand control must be wired, with LCD screen capable of displaying patient weight and lift usage information.
Scale must be internal; with patient weight displayed on a screen located on the hand control.
The track rail system must allow for seamless transition to a second rail system using a non-motorized gate system. The gate system must be automatic, non-electric, and require no external activation via pull cord or switch. The gate system must open upon alignment of rails and remain locked when rails are out of alignment.
The lift must charge anywhere on the track via continuous AC charging.
The charging time must be 4 hours max on the railing and 6 hours max on the hand control.
The lift must have an expected lifespan of minimum 10 years.
In addition to compliance with ISO 10535 (Hoists for the transfer of disabled persons Requirements and test methods), the entire lift unit (not only the transformer) must be UL (Underwriters Laboratory) certified to meet requirements for user safety.
Must have a minimum three (3) year warranty on lift units.
Supplier must supply user training.
The lift must have a load capacity of 825lb.
The lift must have the following batteries at a minimum: 2 x 24 V NiMH, 2.1 Ah
The lift must have an emergency stop and lowering device.
The sling and lift must be able to be cleaned with disinfectant.
The travel distance, which is the total active lifting travel of the lifting strap, must be at least 98 . This is how far the hoist can lower the patient from the rail.
Must have an add on option for a trainer module that relieves up to 220 lbs from the patient during their rehabilitation exercises.
Sling Salient Characteristics
Slings must support safe transfers, repositioning, and mobility activities across the continuum of care.
Sling designs must accommodate a range of clinical applications including supine transfers, seated transfers, toileting, bathing, ambulation support, and repositioning.
Slings must be fully compatible with lift system spreader bars and motors without the need for adapters or third-party components.
Attachment points must be designed to ensure secure and intuitive connection to the lift system.
Manufacturer must offer a comprehensive range of sizes to accommodate diverse patient populations, including bariatric sizing options that not only accommodate SWL but dimensions and proportions.
Sling design must support proper patient positioning and pressure distribution to promote comfort and skin integrity.
Slings must be constructed of durable, breathable materials suitable for healthcare environments.
Reusable slings must be machine washable and able to withstand facility laundering processes without degradation of structural integrity.
Disposable slings must be single-patient use and clearly labeled to support infection prevention practices.
Slings must include clearly marked weight capacities and orientation indicators.
Design must minimize risk of patient sliding, shear, or discomfort during lifting and mobility tasks.
Manufacturer must provide clinical guidance on appropriate sling selection based on patient function and task.
Each sling must include permanent labeling with model, size, weight capacity, and manufacturer information to support safe use and inventory management. Slings must be color coded to indicate their purpose.
Slings must comply with ISO 10535 requirements for hoists and transfer devices for disabled persons.
Delivery shall be FOB Destination: no later than 180 days after receipt of order (ARO).

4. SUBMISSION INSTRUCTIONS
a) Submissions of Offer: Offerors are required to submit their offer in response to this solicitation specifically tailored to the unique requirements of providing and installing patient ceiling lifts in accordance with the Statement of Work. Please submit the quote to Denise.Patches@va.gov by the time and date indicated on the face page of the solicitation document. Include the solicitation number in the Subject line. Any attachments must be readable using Microsoft Office or Adobe PDF. The size of the email is limited to 5 megabytes (MB), but multiple emails are allowable. Quotes must be submitted electronically and will not be accepted through fax or postal mail.
b) Products/service capability description: Offerors shall provide confirmation from OEM proposed that your company is an authorized provider for OEM parts and installation.
c) Training: Offers must demonstrate that personnel have the training necessary to provide installation per the Statement of Work.
d) Pricing: Complete the Pricing Table submitting a firm-fixed-price quote to include all costs associated with providing the requested items, installation, and training. This should encompass labor, materials, travel, equipment, and any applicable fees.
e) Required Submissions: Offers not providing the following may not be considered for award:
1. Manufacturer signed Authorization, dated within one (1) year of the date of the posting of this solicitation, from the OEM to distribute OEM parts,
2. Sufficient evidence to show that the items offered meet the salient physical, functional, and performance characteristics specified in this solicitation,
3. Documentation of the certification and/or training of the individuals the offeror proposes to use to install the equipment,
4. Completed Pricing Table
5. Completed Trade Agreements Certificate
Note: It is essential that all offerors follow these instructions in order to be considered for this award.

(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e., replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable.
(b) Offeror shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e., replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.
(c) Any award made as a result of this solicitation will be made on an All or Nothing Basis.
(d) Offerors are warned against contacting any VA personnel other than the Contracting Officer and Contract Specialist prior to placement of any award made resulting from this RFQ. If such contact occurs and found to be prejudicial to competing contractors, the offeror making such contact may be excluded from award considerations.
(e) All proprietary information shall be clearly and properly marked. If the Offeror submits annexes, documentation, attachments, or the like, not specifically required by this solicitation, such will count against the Offeror s page limitations unless otherwise indicated in the specific volume instructions below.
(f) All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote.

FAR 52.212-2, Evaluation-Commercial Items : The Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Offeror must be a manufacturer authorized provider for all parts. A letter signed by the manufacturer, dated within one (1) year of the date of the posting of this solicitation, stating such must be included with any response to this solicitation. Offerors not providing this letter will be considered non-responsive to the requirements of the solicitation and not be evaluated for price.
2. Offerors not providing the exact match Guldmann equipment, must provide evidence that the items offered meet the salient physical, functional, and performance characteristics specified in this solicitation.
- Each item must be identified by manufacturer and make or model number, if any.
- Clearly describe if any item is to be altered or modified by the offeror to make it conform to solicitation requirements.
- Items will be evaluated based on the information furnished by the offeror. The Contracting Officer is not responsible for locating or obtaining any information not included in the offer.
Offerors not providing sufficient information will be considered non-responsive to the requirements of the solicitation and will not be evaluated for price.
1. Price The price will be evaluated based on the total of all contract line items. A price will be determined reasonable if, in its nature or amount, it does not exceed what would be incurred by a reasonably prudent person.
*Adherence to the technical requirements in compliance with the Statement of Work and Salient Characteristics is more important than price.
(a) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
All Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses must be registered/certified with the U.S Small Business Administration at Veteran Small Business Certification Veteran Small Business Certification (sba.gov).

2. VAAR 852.212-71 Gray Market and Counterfeit Items , (FEB 2023)
(a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory.
(b) No counterfeit supplies or equipment/ parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics.
(c) Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

3. VAAR 852.246-71 Rejected Goods , (OCT 2018)
(a) Supplies and equipment. Rejected goods will be held subject to Contractor s order for not more than 15 days, after which the rejected merchandise will be returned to the Contractor s address at the Contractor s risk and expense. Expenses incident to the examination and testing of materials or supplies that have been rejected will be charged to the Contractor.
(b) Perishable supplies. The Contractor shall remove rejected perishable supplies within 48 hours after notice of rejection. Supplies determined to be unfit for human consumption will not be removed without permission of the local health authorities. Supplies not removed within the allowed time may be destroyed. The Department of Veterans Affairs will not be responsible for, nor pay for, products rejected. The Contractor will be liable for costs incident to examination of rejected products.
