PROJECT: Environmental Sampling Services
The purpose of Amendment 04 to Solicitation FA664826Q0006 is to provide official Government responses to clarification requests and questions submitted by prospective offerors. The specific vendor inquiries and the corresponding Government answers are itemized below.
Offerors are reminded that they must acknowledge receipt of this amendment, along with all prior amendments, in accordance with the quotation submission instructions. Except as explicitly provided herein, all other terms, conditions, and requirements of the original solicitation remain unchanged and in full force and effect.
1) “Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past."
These services were previously performed under a Blanket Purchase Agreement (BPA). The predecessor agreement number is FA664821A0014. Information on this previous award can be found on SAM.gov when searching for contract award.
2) “Is the solid waste RCRA TCLP & Total Metals is a RCRA 12, RCRA 14 or both with different sample collection locations?”
For solid waste we request RCRA 14 to support with reporting Underlying Hazardous Constituents if an exceedance in any of the RCRA 8 is reported. Concerning samples, those would typically be collected at the Hazardous Waste Storage Area. Other samples may (occasionally) be collected at another location on base, but this is a rare occurrence. Further details on locations would be provided following award.
3) “Past Performance:
a. If vendor-submitted past performance is permitted, how many reference projects should be provided, and what information is required for each (e.g., customer POC, contract number, value, period of performance, scope description)?
b. Will the Government accept Past Performance Questionnaires (PPQs) for relevant contracts not documented in CPARS (e.g., commercial, state, or municipal work)? If so, is there a required PPQ form, and should completed PPQs be submitted with the quote or sent directly to your office by the reference?
c. May quoters identify specific relevant CPARS entries in their submission to assist the Government's review?
d. How will a quoter without an existing CPARS/SPRS record be evaluated under the pass/fail methodology? Some firms may only hold private sector past performance, in which one does not get CPARS ratings, and a PPQ would be appropriate as an alternative.”
Data Source: As referenced in the solicitation, the evaluation will be based on the data sources available to the Government. You should ensure that your company's information in government systems is accurate and up to date. The Government will evaluate Past Performance on a pass/fail basis using its own sources. As stated in the solicitation, "based on FAPIIS, CPARS ratings (if available), SPRS scores, and other valid historical data obtained by the government.
Evaluation without CPARS/SPRS: An offeror without a record of relevant past performance in government databases will receive a "neutral" rating. In a pass/fail evaluation, a neutral rating is considered a "pass." You will not be penalized for having no prior federal contracting history.
4) “Key Personnel (Section 3.4.1): Please clarify if a maximum number of Key Personnel exist for the proposal. “
Number of Key Personnel: There is no maximum number required. You should provide resumes for the field personnel you propose to use to fulfill the requirements; demonstrating they have the required experience and certifications. Additionally, be sure to itemize the labor rates on the price list.
5) “Packaging and Contents (Section 3.4): Should Part I (Technical Capability Package) and Part II (Priced Quote) be submitted as separate files? Should the Price List (Attachment 4) be returned in native Excel format or as a PDF?
File Submission: The solicitation requires the quote to consist of "two (2) separate parts: Part I - Technical Capability Package and Part II - Priced Quote". This implies that vendors should submit their quote as separate files for organizational clarity. The "Fillable BPA Price List" is an Excel file and should be returned in its native Excel format, however, submitting the document as a PDF will also be accepted.
6) “Are there page limits for the capability statement or Part I overall, beyond the two-page limit stated for the QA/QC narrative?”
Page Limits: The only explicit page limit is for the QA/QC Narrative, which per the solicitation "shall not exceed two (2) pages". There are no other page limits for the capability statement or other parts of the quote package.
7) “Should the administrative items in Section 3.4 (company information, payment terms, warranty, quote expiration, FOB/Inspection & Acceptance) be provided in a cover letter, within Part I, or in another format?”
Administrative Items: The administrative items from Section 3.4 (company info, payment terms, etc.) are required components of your quotation package. It is standard practice to include these in a cover letter or as a separate section at the beginning of your Technical Capability Package (Part I). Either is deemed acceptable.
8) “Should a separate Acknowledgment of Solicitation Amendment form be submitted for each of the three amendments issued, or may one form acknowledge all amendments?”
Amendment Acknowledgment: You may use one "Acknowledgment of Solicitation Amendment" form to acknowledge all amendments. You should clearly list all amendment numbers on the form.
9) “For key personnel resumes, is there a required format or length, and should copies of OSHA 40-hour HAZWOPER certificates be attached, or is certification status noted on the resume sufficient?”
Resumes and Certifications: The is not a specific format or length for resumes. For OSHA certifications, the instruction is to "Provide documentation showing field personnel...maintain active OSHA 40-hour HAZWOPER certifications", which implies to attach copies of the certificates along with the resumes.
10) “Is the FDEP compliance statement acceptable as a signed narrative on company letterhead, or is a specific format required?”
FDEP Compliance Statement: A signed narrative on company letterhead is an acceptable format for the FDEP compliance statement.
11) “Must an offeror complete and price every field-service and laboratory-analysis line in the Government pricing workbook to be eligible for a BPA, or may an offeror identify unsupported analyses and propose only the services within its certified scope?”
Pricing Scope: The solicitation requires that offerors must complete and submit the attached comprehensive, fixed-price list” (see fillable attachment). The term "comprehensive" price list implies that the Government expects a complete price list. Offerors are expected to price all services listed. To be considered fully responsive and eligible for this Blanket Purchase Agreement (BPA), your firm should supply a fully burdened/ and offer a complete price list for every line item noted. Therefore, Quoters must complete all line items including laboratory analyses, field labor rates, and materials—and prices must be firm-fixed and fully burdened. The term 'fully burdened' means the rates must definitively include all associated costs and expenses, and other proposed fees not listed, as the Government will not authorize or pay any unburdened costs, hidden fees, or separate line-items not included on the noted price list. Offerors should provide a quote on all services to be considered fully responsive.
To be eligible for a Blanket Purchase Agreement (BPA) award, an offeror must provide a fully burdened price list that completes every field-service line, laboratory-analysis line, and all other sections noted within the Government pricing workbook. Quotations that fail to price the complete schedule of requirements as outlined in the Government-provided workbook will be deemed unacceptable.
Should an offeror wish to propose additional analyses or services beyond those specified in the solicitation, the offeror may do so; however, these additional items must be submitted on a separate, distinct price list. Please be advised that any such supplemental price list will be accepted as informational data only and will not be included in the Lowest Price Technically Acceptable (LPTA) evaluation.
12) “May a small-business prime use more than one NELAP-certified, similarly situated small-business subcontract laboratory to cover the complete analytical schedule, provided the prime remains responsible for all field collection, quality control, reporting and BPA administration?”
Use of Multiple Subcontractors: The solicitation allows for subcontracting. Specifically, if the prime contractor is purely a field sampling firm and is subcontracting the laboratory effort, provide a Letter of Commitment from the proposed FDEP approved laboratory, alongside their certificate. The subject solicitation does not prohibit the use of more than one subcontractor, provided all laboratories are NELAP-certified and meet the requirements. The prime contractor remains responsible for all aspects of the BPA.
13) “Please confirm how Price, Technical Capability and Past Performance will be weighted or ranked. The solicitation identifies all three factors, but the relative-importance language appears incomplete.”
Evaluation Criteria Weighting: The solicitation specifies a "Lowest Priced Technically Acceptable (LPTA)" evaluation methodology. In an LPTA evaluation, there are no weighting of factors. All non-price factors (Technical and Past Performance) are evaluated on a pass/fail basis. To be considered for award, an offeror must submit a completed price list, receive a "pass" rating for both the Technical Capability Package and Past Performance. Among the technically acceptable offerors, the awards will be made to the three lowest-priced offerors.
14) “Please confirm whether copies of NELAP/TNI certificates and certified analyte scopes must be submitted with the initial quotation.”
Submission of Certifications: Yes, copies of NELAP/TNI certificates and the "Scope of Accreditation" annex must be submitted with the initial quotation. This is a mandatory requirement for the Technical Capability package (Reference Part I-Technical Capability Package) as noted in the solicitation.
15) “Since the site-access request deadline has passed and attendance is not mandatory, please confirm that non-attendees may submit quotations based on the SOW and pricing workbook without penalty.”
Site Visit Attendance: Attendance at the site visit is not mandatory. The solicitation confirms that "While attendance at this site visit is not mandatory for the submission of a quote, all prospective vendors are highly encouraged to attend..." (Reference Amendment 01 of the Solicitation and section 1.4 of the Statement of Work ). Non-attendees will not be penalized for not attending, but they are still responsible for understanding all requirements of the Statement of Work.
16) “Past Performance is evaluated on a pass/fail basis, but the solicitation does not expressly state how an offeror with no corporate past performance will be rated. Will a truthful no-past-performance submission receive a neutral/pass rating, or will the absence of” the vendor’s “…corporate history result in failure?”
Past Performance with No Corporate History: When considering LPTA evaluations, an offeror without a record of relevant past performance will not be evaluated favorably or unfavorably on past performance and will receive a "neutral" rating, which is considered a "pass". Therefore, a truthful "no-past-performance" submission will receive a neutral/pass rating.
17) “May the Government consider relevant performance of” the vendor’s “…proposed field-sampling and NELAP laboratory subcontractors when that experience is clearly attributed to those entities and accompanied by letters of commitment?”
Consideration of Subcontractor Past Performance: The solicitation focuses on the past performance of the prime contractor. If you are relying on subcontractor’s past performance, it is advisable to clearly document it in your proposal and include letters of commitment from the subcontractors (Reference Part 1-Technical Capability Package, Section 1. Proof of Laboratory Certifications).
18) “Please identify the controlling limitation-on-subcontracting or workshare requirement for this BPA. May” vendors “…exclude amounts paid to similarly situated small-business laboratories or field partners when calculating compliance?”
Because all orders placed under this BPA are anticipated to be at or below the Simplified Acquisition Threshold (SAT), FAR 52.219-14 does not apply. Consequently, vendors do not need to calculate compliance. Vendor’s may utilize subcontractor laboratories and field partners as needed to fulfill the Statement of Work (SOW) without engaging in compliance calculations. The prime contractor remains responsible for all aspects of the BPA.
19) “The uploaded package appears to contain a solicitation PDF whose page sequence begins internally at page 4, and the relative-importance language for Price, Technical Capability, and Past Performance appears incomplete. Please confirm that the current SAM.gov package is complete and identify any corrected solicitation or amendment document that offerors must use.
Completeness of Solicitation Package: The uploaded documents and solicitation package as made available on SAM.gov are complete. The "page 4 of 15" is an internal page number from the solicitation (provisions) document itself.
20) “Please identify the amendment-acknowledgment form or the precise method offerors must use to acknowledge all amendments with the quotation.”
Amendment Acknowledgment: The solicitation requires the submission of the "Acknowledgment of Solicitation Amendment form" with the formal quote. You may use one form to acknowledge all amendments. You should clearly list all amendment numbers on the form.
21) “Please confirm that failure to attend the optional site visit will not reduce technical acceptability or otherwise disadvantage an offeror that demonstrates full compliance through its written technical package.”
Site Visit and Technical Acceptability: Failure to attend the optional site visit will not reduce an offeror's technical acceptability. The evaluation of technical acceptability is based on the written technical package and its compliance with the requirements outlined in the solicitation. Attendance at the site visit is not mandatory. The solicitation confirms that "While attendance at this site visit is not mandatory for the submission of a quote, all prospective vendors are highly encouraged to attend..." (Reference Amendment 01 of the Solicitation and section 1.4 of the Statement of Work ). AMENDMENT 03 TO SOLICITATION FA664826Q0006
Project Title: Environmental Analytical and Regulatory Compliance Services
The purpose of this amendment is to officially modify the subject solicitation to extend the deadline for base access requests and to establish strict procedural requirements for site entry.
1. Extension of Submission Deadline
The deadline for the submission of base access requests has been formally extended to 24 July 2026, at 12:00 PM (Noon). Under no circumstances will additional requests be accepted, reviewed, or processed after this exact date and time.
2. Form Submission Requirements
To request base access, vendors must strictly utilize the authorized documentation (Base Access Form). Only the fully completed base access form, provided as an attachment herein, shall be submitted. Incomplete forms or requests submitted in alternate formats will be automatically rejected. Please note, only the attached base access form is needed for the required background check.
3. Day-of-Visit Identification Requirements
For physical entry onto the installation on the day of the visit, all personnel must present proper, verifiable identification. Access requires the presentation of a valid, REAL ID-compliant driver's license.
4. Strict Entry Restrictions
Only personnel who have received official approval following the timely and accurate submission of the attached base access request form will be authorized for entry. Approved personnel must also physically present the required REAL ID-compliant identification to security personnel upon arrival. Individuals lacking prior official approval or the proper identification will be denied entry to the installation.
AMENDMENT 02 TO SOLICITATION FA664826Q0006
Project Title: Environmental Analytical and Regulatory Compliance Services
Amendment 02 has been issued to provide prospective vendors with an alternative, secure method to submit base access request forms for the upcoming site visit. Vendors may now request a DoD Safe drop-off link, with requests due no later than 12:00 PM (Noon) EST on July 20, 2026.
To ensure the secure transmission of your forms, prospective vendors may now request a secure DoD Safe drop-off link directly from the Contracting Officer. Once requested, a unique link will be provided via email, allowing you to securely upload and submit your documents.
Drop-Off Link Request Deadline: July 20, 2026 at 12:00 PM (EST). Email the Contracting Officer to request a DoD Safe link. Late requests will not be accepted.
Document Submission: Immediately upon receipt of link, upload fully completed Base Access Request forms via the provided DoD Safe link.
Scheduled Site Visit: July 31, 2026 at 10:00 AM (EST). Only approved attendees will participate in the scheduled site visit. Vendors will not be allowed on base without prior approval from the Contracting Officer of record.

Project Title: Environmental Analytical and Regulatory Compliance Services
The purpose of this amendment is to announce a scheduled site visit, outline base access requirements, and formally extend the quotation submission deadline.
1. Site Visit Information
A site visit has been scheduled for Friday, 31 July 2026, at 10:00 AM (EST) at Homestead Air Reserve Base (HARB), FL. While attendance at this site visit is not mandatory for the submission of a quote, all prospective vendors are highly encouraged to attend to gain a comprehensive understanding of the sampling requierments and the physical conditions of the installation. Please note that individual appointments or alternate site visit dates will not be accommodated.
2. Base Access Requirements and Deadline
To participate in the site visit, vendors must submit the attached Base Access Request Form to obtain clearance from HARB Security Forces.
To facilitate the necessary background vetting, vendors must complete the form in its entirety and return via email to COntracting Officer, Viviane Filias, at viviane.filias@us.af.mil no later than Wednesday, 23 July 2026, at 9:00 AM (EST) (which is 14 days from the issuance of this notice dated 09 July 2026). Alternativly, prospective vendors may request a secure DoD Safe drop-off link to submit their Base Access Request Forms. Requests for the link must be sent via email to the Contracting Officer no later than 12:00 PM (Noon) EDT on July 20, 2026.

Project Title: Environmental Analytical and Regulatory Compliance Services
Solicitation Number: FA664826Q0006
1.0 GENERAL INFORMATION
2.0 DESCRIPTION
2.1. This is a combined synopsis and solicitation for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested.
2.2. The 482d Fighter Wing at Homestead Air Reserve Base, FL, intends to award this requirement as a multiple award Blanket Purchase Agreement (BPA). A maximum of three (3) Firm-Fixed-Price BPAs will be established for Environmental Analytical and Regulatory Compliance Services. Contractors shall provide all labor, materials, equipment, transportation, and tools necessary to provide quarterly, seasonal and on-call environmental analytical services for Homestead Air Reserve Base, Florida (as coordinated and designated through the Environmental Flight (CEV) of the Mission Support Group, Base Civil Engineering Section). Analytical services and collection methods shall be performed in accordance with applicable local, state, and Federal regulations. Services shall include laboratory analyses and/or collection of environmental samples, analysis reports, collection records, Quality Assurance, and Quality Control (QA/QC) reports. Sampling parameters for regular quarterly and seasonal samples will be as indicated in paragraph 2.4 of the corresponding Statement of Work (SOW) and will be taken from sampling points provided by CEV personnel.
The Contractor and any sub-contractors shall be sufficiently qualified to perform the work as outlined herein prior to the date of the quote and shall have all appropriate licenses and/or certifications necessary. The Contractor shall be responsible for proper training of the sampling personnel and shall provide written instructions to their personnel on the various requirements or methods of environmental sampling outlined in the Statement of Work, as appropriate. Laboratories analyzing samples from Homestead ARB must be NELAC certified as well as also having all necessary County, State and Federal certifications in order to perform the necessary analyses.
2.3. This acquisition is subject to the Service Contract Labor Standards (SCLS) statute (formerly known as the McNamara-O'Hara Service Contract Act of 1965). Because the principal purpose of this requirement is to furnish services in the United States through the use of service employees (e.g., field sampling technicians, couriers), all resulting Blanket Purchase Agreements (BPAs) and subsequent calls will be bound by SCLS requirements.
In accordance with Department of Labor (DoL) regulations, the applicable DoL Wage Determination for the place of performance (Homestead Air Reserve Base / Miami-Dade County, Florida) is incorporated as an attachment to this solicitation. Quoters are advised that all fully burdened labor rates submitted in the price schedule must meet or exceed the minimum prevailing wages and fringe benefits established by the attached Wage Determination. Contractors must ensure continued compliance with these wage minimums and reporting requirements throughout the entire duration of the BPA's ordering periods.
3.0 SUBMISSION REQUIREMENTS
3.1. Interested parties who believe they are capable of meeting the requirements are invited to submit a complete quotation package. All quotes must be submitted in writing via email to Viviane Filias at viviane.filias@us.af.mil. The subject line of the email must read: "Quote Submission - [Solicitation Number: FA664826Q0006] - [Your Company Name]".
3.2. Offers are due by 7 August 2026 at 09:00 AM(EST). Any questions received after 7 August 2026 at 09:00 AM EST will not be answered. Additionally, no late submissions will be accepted.
3.3. Please review this combined synopsis/solicitation in its entirety including all solicitation attachments provided herein and submit an offer for the requested services, as prescribed. The clauses and provisions in RFQ FA664826Q0006 are incorporated and will remain in full force in any resultant award. It is the Offeror’s responsibility to be familiar with applicable provisions and clauses. 3.4. Your quotation package must include:
3.4.1. The quote shall consist of two (2) separate parts: Part I - Technical Capability Package and Part II - Priced Quote
Part I-Technical Capability Package: Provide a capability statement and enough affirmative documentation demonstrating compliance with all mandatory technical and regulatory requirements, to include:
Part II- Price Quotation: Quoters must complete and submit the attached comprehensive, fixed Price List (see fillable attachment), to establish a five-year ordering period. All submitted pricing—including laboratory analyses, field labor, and materials—must be firm-fixed and fully burdened. The term 'fully burdened' means the rates must definitively include all associated costs and expenses. The Government will not authorize or pay any unburdened costs, hidden fees, or separate line-items not included on the noted price list. Additional note:
1. The unit price shall include all associated costs to deliver and perform the BPA in accordance with the SOW.
2. Unit prices shall be good for a minimum of one (1) year from BPA award date.
3.5. Only submission of written offers will be accepted; oral offers will not be accepted. Please provide the full solicitation number on all packages. Offerors are required to submit with their quote, enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation.
3.6. Please note, the maximum file size that can be received by the Government via a single email is 20MB. Emails exceeding this file size limit will be rejected by the server and will not be received by the Contracting Office. If your complete quotation package exceeds 20MB, please divide your submission and send the files across multiple, sequentially numbered emails (e.g., "Email 1 of 3," "Email 2 of 3"). When submitting multiple emails, please ensure the subject line clearly notes that the remaining required files are enclosed in the subsequent emails to ensure your complete quote is evaluated.
4.0 BASIS FOR AWARD
4.1. Evaluation Methodology: Evaluation Methodology: This acquisition will be conducted using streamlined procedures for commercial services in accordance with RFO Part 12. For this procurement, Best Value determination will be made based on the Lowest Priced Technically Acceptable (LPTA) quote. The Government intends to establish a maximum of three (3) Multiple Award Blanket Purchase Agreements (BPAs) from this RFQ to the responsible offeror (IAW RFO 9.103(a) and 9.104-1) whose quote conforming to the RFQ will be most advantageous to the Government. In accordance with the broad discretion authorized by RFO 12.203(c)(2) for the evaluation of commercial quotations, the Government will not utilize formal source selection procedures or conduct a formal tradeoff process. Please note, the Government intends to evaluate offers and award without discussions. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
4.2. Evaluation Factors: The following factors shall be used to evaluate offers: Technical Acceptability, Price, and Past Performance of the services offered to meet the Government's requirement.
4.3. Selection Process and BPA Establishment: The Government will first evaluate all quotes for technical acceptability. Quotes deemed technically unacceptable will not be considered further. In the event that more than three (3) quotes are determined to be Technically Acceptable (Pass), the Government will use price as the determining factor for selection. The Contracting Officer will establish BPAs with the three (3) technically acceptable quoters offering the lowest total evaluated price, provided their pricing are 1) fully burdened rates, 2) determined to be fair and reasonable, and 3) the vendors are deemed responsible in accordance with RFO Part 9.
