THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD PITNEY BOWES INC. FOR MAILING SYSTEMS AND EQUIPMENT

The Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Executive Services Directorate (ESD) Defense Postal Office (DPO), intends to perform a sole source award to Pitney Bowes Inc. for Mailing Systems and Equipment. The Defense Postal Office requires these mailing systems and equipment to technically refresh existing Pitney Bowes postage metering systems and the necessary services necessary for mail processing and small package carrier processing.  The new mailing system software and equipment shall be SaaS based located in a FedRAMP IL4 authorized cloud housed within the United States. The estimated value of the contract is $849,300.07.

The anticipated award will be made under the authority of 41 U.S.C. 1901 under the procedures RFO 6.103-1 “Only one responsible source and no other supplies or services will satisfy agency requirements,” Pitney Bowes Inc. is the only vendor to meet the Executive Services Directorate’s requirement as they provide existing integrated technical environment, security accreditation requirements, proprietary software using closed, undocumented data formats and application programming interfaces, and the lease-to-own acquisition model, all of which are satisfied exclusively by Pitney Bowes Inc. No other vendor can provide these services due to Pitney Bowes Inc’s proprietary systems and integrated cataloging and resource-sharing platforms and databases.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
