A. Purpose of Amendment:

The purpose of this amendment is to officially transition this acquisition from a Service-Disabled Veteran-Owned Small Business (SDVOSB) Sole-Source notice to a 100% Competitive SDVOSB Set-Aside in accordance with  RFO 19.14.

During the initial synopsis period, the Government received multiple capabilities statements and competitive quotations from responsible, SBA-certified SDVOSB concerns. Consequently, the "Rule of Two" has been satisfied, and a sole-source award is no longer appropriate.

B. Changes to the Solicitation:

1. Acquisition Type: The acquisition type is hereby changed from "Sole Source" to 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.

2. Basis of Award: The Government will award a firm-fixed-price contract to the responsible SDVOSB offeror whose quote represents the Lowest Price, Technically Acceptable (LPTA). To be determined technically acceptable, the offeror must:

   • Be an actively certified SDVOSB listed in the SBA Small Business Search database (search.certifications.sba.gov).

   • Provide the exact Tektronix brand-name products specified in the line-item list (CLINs 0001 through 0007).

   • Confirm ability to meet the required delivery date of 12 weeks ARO

3. Submission Deadline: The quote submission deadline is hereby extended to 11 August  at 4:00 PM  Pacific Time.

C. Instructions to Offerors:

• All interested, SBA-certified SDVOSBs are invited to submit a new or revised quotation in response to this competitive notice.

• Quotes must be submitted via email directly to the Contracting Officer, Christina M. Day, at christina.day.6@us.af.mil before the updated deadline.

(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is F1S0AY6202A006 and is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular and RFO updates.

(iv) The Department of the Air Force, Air Force Test Center (AFTC/PZZF) at Edwards Air Force Base intends to award a sole-source, firm-fixed-price contract to Tevet LLC (an SBA-certified Service-Disabled Veteran-Owned Small Business) under the statutory authority for sole-source awards to SDVOSBs.

  • Description: Arbitrary Function Generator (AFG) and Digital Pattern Generator (DPG), Node Locked.

  • Description: Protective case for use with 2 Series Oscilloscopes.
  • Quantity: 4 Each
• CLIN 0004: 2-HC - Hard Carrying Case
  • Description: Hard carrying case for 2 Series Oscilloscopes.
  • Quantity: 4 Each
• CLIN 0005: 2-BATPK - Battery Pack
  • Description: Add-on Battery Pack with 2 battery slots and 1 battery.
  • Quantity: 4 Each
• CLIN 0006: P6139B - Passive Probe
  • Description: 500 MHz, 10X, BNC.

(vi) Description of Requirement:
This acquisition requires the specific Brand-Name Tektronix equipment to ensure strict compatibility with existing test procedures and equipment supporting the BOMBER DATA LAB project. The approved Brand-Name Justification is attached to this notice.

(vii) Delivery Information:
Delivery and acceptance will be FOB Destination. All items are required to be delivered 40 days AOR

(viii) Important Notice to Interested Parties:
This notice of intent is not a request for competitive quotes; however, any responsible firm that believes it can meet the requirement and is a certified SDVOSB authorized to distribute the required Tektronix brand-name equipment may submit a capability statement or quotation. All responses received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
