Construction Industry Day Introduction In accordance with FAR Companion (FC) 10.001(c), this notice is for information and planning purposes only and is not to be construed as a solicitation or obligation on the part of the Department of Veterans Affairs (VA), nor will the VA pay for information requested. Program Contracting Activity Central (PCAC) will host an industry day event at the James J. Peters Department of Veterans Affairs VA Medical Center (VAMC), located at 130 West Kingsbridge Road, Bronx, NY 10468 for all businesses (including, but not limited to, general contractors, subcontractor trades, and material suppliers) interested in the upcoming Electronic Health Records Modernization (EHRM) Infrastructure Upgrades construction projects throughout VISN 2 (NY/NJ). The purpose of the Industry Day is to facilitate collaboration between the VA and general construction contractors and subcontractors of all business sizes who are interested in performing work in New York and New Jersey. This session is designed to give all interested contractors a clear understanding of the project s intent, performance expectations, and execution approach. This industry day will help the VA determine the method of procurement and type of socioeconomic set-aside, if any, highlight any industry concerns, gauge general contractor interest in the project, and perform a site walk to show key areas of the Bronx EHRM project. Six EHRM Infrastructure projects were solicited and awarded in FY26. Four of the six were designated as SDVOSB set-asides, and most of these projects received limited bids or proposals. In FY27, VISN 2 anticipates three projects, Bronx, Manhattan, and Northport, that are particularly large and complex, which may pose significant challenges for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to execute independently due to their scale and technical requirements. As a result, the VA is considering broadening the competition beyond SDVOSBs, seeking participation from both small and/or large businesses that have the project experience, capabilities, and workforce necessary to fulfill the contract demands. This approach is critical to ensuring a robust competitive environment that accurately reflects market value and supports successful project delivery. PROJECT DESCRIPTIONS VISN 2 (New York/New Jersey) has five EHRM projects that are anticipated to be solicited and awarded in Fiscal Year (FY) 2027 and four in FY 2028. The five planned locations for FY27 are at the following VAMC s: Bronx, Canandaigua, Manhattan, Northport, and St. Albans. A description of each project is listed below. Bronx VAMC: The design modernizes the campus technology backbone and supporting building systems so the medical center can implement the VA EHRM platform while maintaining reliable clinical and facility operations. Work extends across the Main Hospital (Building 100) and multiple adjacent campus buildings and support facilities. A distinguishing feature is the construction of two new telecommunications towers. The towers expand communications capacity and require coordinated architectural, structural, civil, electrical, mechanical, and telecommunications design. The broader project also renovates and expands existing telecommunications and data center spaces and upgrades the supporting power, cooling, fiber, security, and life-safety infrastructure. Canandaigua VAMC: This project comprehensively upgrades the campus s fiber optic network and power distribution systems to meet EHRM design guide requirements, ensuring robust support for clinical and facility operations. The work encompasses fiber network enhancements with redundant routes to each IT closet and the main demarcation room, minimizing risk through parallel systems operation during transitions from legacy to new infrastructure. The project also includes expansion or relocation of telecommunications rooms, installation of 100 new IT outlets and 75 electrical outlets, and substantial improvements in power distribution and HVAC systems. Enhanced physical security is provided through secure data cabinets, protected fiber infrastructure, secured telecommunications rooms, and installation of lockable manhole covers for underground fiber pathways. In addition, hazardous material abatement activities will ensure that all upgraded spaces meet current safety and environmental standards. Manhattan VAMC: The design modernizes telecommunications and IT infrastructure throughout Buildings 1, 2, 3, and 6 and creates resilient power and cooling systems to support continuous healthcare operations and future technology demands. The project relocates the existing data center to renovated space and upgrades 53 telecommunications rooms and enclosures. The new data center functions as the campus telecommunications hub and is supported by redundant fiber pathways, dedicated year-round cooling, and 2N UPS and electrical distribution redundancy. These features distinguish the Manhattan project and increase the reliability of critical IT systems. Northport VAMC: This information will be provided in an update to this posting on SAM.gov. St. Albans VAMC: The EHRM Infrastructure Upgrades Project at St. Albans VA Medical Center in Queens, NY, is a large-scale modernization effort designed to support the implementation of the VA s new EHRM system. The initiative involves major upgrades across multiple buildings, including the construction of a new data center and telecom tower, extensive electrical and mechanical improvements, and the installation of advanced technology infrastructure such as Cat 6A cabling and a fiber optic backbone, all guided by strict VA standards for compliance, safety, and scalability. Key challenges include managing hazardous materials like asbestos and lead-based paint, addressing spatial and technical constraints in existing telecom rooms, coordinating complex system upgrades within an active healthcare environment, and ensuring meticulous phasing to minimize disruptions. Additionally, the project must integrate diverse building systems, adhere to evolving standards, and provide future-proofing for anticipated growth, all of which add significant complexity to both the design and execution phases. *The following projects anticipated for award in FY28: Albany, Buffalo, Batavia and East Orange. Procurement Information The proposed projects will be a competitive firm-fixed-price contract utilizing the design-bid-build approach (final specifications and drawings will be provided). The anticipated solicitation will be issued as either request for proposals (RFP) in accordance with FAR part 15, considering technical and price factors or Invitation for Bids (IFBs) in accordance with FAR part 14, considering price only. The full acquisition strategy for this proposed project has not yet been developed and will be determined after the industry day and any additional market research is concluded. The targeted cost ranges of each project are listed below. Between $20 and $30 Million: Canandaigua and St. Albans Between $40 and $50 Million: Bronx and Manhattan Between $50 and $60 Million: Northport The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. This office plans to award contracts for these projects no later than the fourth quarter of fiscal year 2027. Contract duration is estimated to be 24-36 months, for each project, although this will be specifically stated in each solicitation.
