Super-Silent 56kW Generator Rental including Installation and Utility Connection at Mount Rushmore National Memorial, Keystone, South Dakota
The purpose of this amendment (0001) is to provide answers to questions asked thus far and two additional attachments - location map and trailer electrical requirements.
Q1. Please confirm the expected generator operating schedule during the June 24, 2026, through July 7, 2026, period. Should the contractor assume continuous 24/7 operation, daily event/business-hour operation, or another defined operating schedule?
A1. At most 14 hours per day with at least 16 hours run times on the 2nd, 3rd, and 4th.
Q2. Please confirm the intended connection point for each trailer. Will the contractor connect to existing trailer panels, receptacles, disconnects, or another Government-provided connection point?

Q3. Please provide the approximate distance between the proposed generator placement area and each trailer, including whether temporary cables are expected to cross pedestrian-accessible areas.

Q4. Please confirm whether there is a specific maximum acceptable noise level in dB(A), including the measurement distance, or whether a manufacturer-rated super-silent / whisper-rated sound-attenuated generator is acceptable.

Q7. Please confirm whether the attached Technical Questionnaire is the correct questionnaire for this solicitation, as the title appears to reference a different project, while the solicitation number shown is 140P6026Q0050.
A7. The title/heading is in error, but the questions are correct.
Q9. Please provide the electrical specifications for each of the two mobile trailers including voltage (120V/240V), phase (single or three-phase), amperage rating, panel size, and estimated total load in kilowatts. This is required to verify generator compatibility and select appropriate distribution equipment. Would this be available at pre-bid site visit?

Q10. Will the government provide a site plan or sketch showing the approximate generator placement area, cable routing to each trailer, and proximity to pedestrian pathways? Are there known underground utilities in the grounding rod installation area, and what is the process for utility locating at this National Park Service (NPS) site? If not, is a pre-bid site visit available before the June 5 deadline?
A10. See attached document for approximate location. Exact placement is unknown but will be in the Red box. Underground utilities are unknown. Contractors must call 811 or fill out a utility-locate ticket online at least two business days before starting any digging project in South Dakota.
Q11. The SOW requires certain item submittals 15 days prior to mobilization (June 9, 2026), but the quote deadline is June 5. Please confirm: does the 15-day submittal requirement still apply post-award?
A11. Award is anticipated by June 9, 2026. Submittal requirement changed from 15 days to no less than 8 days prior to mobilization.
Q12. What are the required hours of generator operation during the June 24 ¿ July 7 period of performance? (24/7, daytime only, or event-driven hours?) This directly affects fuel consumption and maintenance scheduling.
A12. At most 14 hours per day with at least 16 hours of run time on the 2nd, 3rd, and 4th.
Q13. Does NPS have a specific maximum decibel threshold for generator operation at this site (measured at a defined distance), or is compliance with the manufacturer's "super-silent/whisper-rated" designation sufficient?

Q14. Are there NPS-specific access requirements for contractor personnel at Mount Rushmore like background checks, vehicle passes, badging, or check-in procedures?
A14. No additional background checks are needed at this time, but this is subject to change for any unforeseen circumstances.
Q15. Is there a designated contractor staging and parking area on NPS grounds for delivery vehicles and equipment? Are there vehicle height or weight restrictions for accessing the site?
A15. Lot 7 as indicated on the map in the Yellow box. Contractor responsible for verifying height and weight restrictions for route.
