Statement of Work
1. BACKGROUND:
Strategic Weapons Facility Pacific (SWFPAC) requires procurement and installation of one (1) prefabricated modular in-plant classroom with a Heating, Ventilation, and Air Conditioning (HVAC) System to be installed inside the Motor Transport Building, on Naval Base Kitsap - Bangor, located at 2106 Scorpion Avenue, Silverdale, WA, 98315, USA.
2. SCOPE:
The contractor shall provide one (1) prefabricated modular in-plant classroom with dimensions of 15’x 20’ with a ceiling height of 9’ to 12’. The contractor shall also install the classroom inside the Motor Transport Building. The classroom will be located on top of a pre-existing concrete slab inside the Motor Transport Building. The classroom installation will also include installation of an independent HVAC unit into the structure of the installed classroom.
The contractor shall coordinate delivery and installation of the classroom and HVAC System with the Government Point of Contact (provided at time of contract award). The Contractor shall submit detailed specifications and recommended original equipment manufacturer (OEM) maintenance for the HVAC unit installed. The Contractor shall provide an operational test of the HVAC, electrical, and network connections to be performed on site with the Government point of contact in attendance.
The Contractor shall include all electrical outlets, light fixtures, wiring, etc., however, all electrical connections between the power source and the circuit box will be performed by the Government.
3. DELIVERABLE ITEMS:
c. Engineered Drawings
i) The Contractor shall provide one (1) set of engineered stamped drawings of the installed
classroom that include structural calculations.
d. Maintenance Information
i) Contractor shall provide a copy of the manufacturer’s guidance on recommended future
maintenance actions and schedule for both the classroom building and the HVAC system.
4. INSTALLATION REQUIREMENTS:
5. HOURS OF OPERATION:
The contractor is responsible for conducting business between the hours of 7:30 a.m. and 3:00 p.m. Pacific time Monday thru Friday, except Federal holidays, or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
6. OPERATIONAL TEST:
a. The Contractor will coordinate with the SWFPAC POC to conduct an operational test of the HVAC, electrical, and network connections.
b. The Contractor will provide initial operator training and three (3) copies of the operation manuals.
c. The Contractor will run and oversee initial operation of systems during operational test with the Government POC in attendance.
7. PERIOD OF PERFORAMNCE:
All items shall be delivered and all work shall be completed/installed within six (6) months from the date of contract award.
8. CONTRACTOR FURNISHED ITEMS AND SERVICE:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work described in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
9. GOVERNMENT FURNISHED PROPERTY:
None.
10. QUALITY ASSURANCE REQUIREMENTS:
The Contractor is solely responsible for the quality of the items and installation services provided.
11. PLACE OF PERFORAMNCE:
The work to be performed under this contract will be performed at the Motor Transportation Building (government facility) located at Naval Base Kitsap – Bangor in Silverdale, Washington.
12. SECURITY REQUIREMENTS:
It is the contractors responsibility to ensure that all contractor personnel can obtain facility access in accordance with Naval Base Kitsap – Bangor facility access requirements. Upon contract award, information will be provided to the contractor regarding badging and vehicle pass instructions. In the event that a contractor employee cannot obtain facility access and service(s) cannot be completed, the contract will be terminated in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul FAR Part 49.
