This notice is a Request for Information (RFI) as defined in FAR 15.101(c). The Portfolio Acquisition Executive (PAE) Mission Systems is conducting market research to assess industry interest, capability, and potential able to support future requirements for the Cooperative Engagement Capability (CEC) program.
The information received will be used to enhance the Government’s understanding of industry’s ability to execute production and repair efforts for the CEC system and to inform future acquisition decisions.
If a solicitation is issued as a result of this RFI, companies will be required to complete a Nondisclosure Agreement (NDA) and Terms of Use Agreement (TOUA) to access the TDPs for the current CEC system.
SECTION 1: ABOUT CEC
The CEC system is a sensor netting system that significantly improves battlespace awareness by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. This in turn provides improved overall battlespace coordination between all network participating ship/air sensor data into a single, real-time, composite track picture supporting integrated force fire control. The CEC system is installed aboard US and allied ships (via the Foreign Military Sales (FMS) program) to include surface combatants, amphibious warfare ships, aircraft carriers, and airborne assets. The CEC system consists of a system antenna and below deck equipment including a signal data processor for shipboard installations and corresponding avionics functional configuration.
SECTION 2: SCOPE
The contemplated effort covers CEC system production and repair requirements from Fiscal Year (FY) 2029 through FY2034 under a “Build to Print” approach, including:
The contemplated scope of work requires a source that currently possesses the required capability to meet the program’s schedules for the production and repair of the CEC system and its sub-systems without delays in fulfilling the Navy’s requirements. This contract effort is for the production and repair of the critical CEC sub-systems, obsolescence management, Other Transaction Authority (OTA) technology insertion, the procurement of the associated test equipment, and the related engineering support.
This contract action is expected to use a hybrid build-to-print and build-to-specification approach. Build‑to‑specification efforts will address ongoing obsolescence issues in the system design throughout the life of the contract and incorporate Government‑provided design updates.
An initial system Technical Data Package (TDP) will be provided as Government Furnished Information (GFI) at contract award. The contractor will be responsible for updating the TDP to reflect approved design changes and integration of new antenna and signal data processor designs provided to the contractor as GFI.
Any potential contract actions would ensure the continued production and repair of the CEC system, including any proposed changes to the design to address any obsolescence issues or system improvements that get approved under a government approved Engineering Change Proposal (ECP) process; including the antenna manufacturing and assembly for the United States Navy, USMC, and FMS customers, testing, Installation and Checkout (INCO) kits, spares, provisioned item orders, and all ancillary engineering support, including all material, and other direct costs incidental to such work, such as components; accessories; related documentation; associated tools; packing; packaging and marking; and any necessary system testing of the CEC program required for United States Navy, USMC, and FMS customers.
The prospective source would also be required to have the ability to provide services in support of government development testing, system installation, checkout and testing of the production end items.
Due to the nature of these requirements, respondents must demonstrate the required level of technical expertise and the production capability necessary to deliver fully tested equipment in time to meet shipyard “In-Yard Need” dates and backfit installation schedules.
NAVSEA anticipates that a majority of the work contemplated under this notice will be performed at the contractor's site. The applicable NAICS code for this notice is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).
SECTION 3: SUBMISSION INSTRUCTIONS
NAVSEA invites all interested sources, including small businesses, to submit written responses demonstrating the their ability to meet the requirements of this RFI. Respondents must demonstrate that they possess the requisite facilities, equipment, and capabilities to perform the work. A minimum SECRET facility clearance will be required prior to award.
Responses must be submitted via email to the points of contact listed in this notice and must be received no later than 17 August 2026.
Responses shall not exceed 10 pages, excluding the cover page, and shall use a minimum 10‑point font.
The subject line of any emails containing responses or questions related to this notice shall list the RFI number, the name of your firm and "CEC System Production and Repair RFI Response" (without quotations marks).
All information received bearing proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two (2) business days, please notify the points of contact listed in this notice.

To support fleet fielding schedules, potential sources must be able to support a Production Readiness Review (PRR) within six (6) months of contract award and maintain delivery scheduled throughout the contract for two (2) antenna deliveries per month, twenty (20) SDPs per month, and four (4) AN/USG XB systems per year.
Respondents shall discuss any circumstances or capabilities that would accelerate or impede your company's ability to deliver hardware by the required dates.
Respondents must identify any obstacles to competition in production, repair work, engineering support, test facilities, or scope that would hinder or restrict your company's involvement in a future competitive procurement. Respondents should also suggest practical solutions or mitigation paths the Navy could take to overcome the obstacles.

This notice is not a Request for Proposals. Per FAR 15.101(c), the Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested. Responses will be treated as information only and not as a proposal. Unsolicited proposals submitted in response to this RFI will not be evaluated. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. The Government makes no representations that a solicitation for the requirements described in this notice will be issued.
Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used by the Government in the development of a procurement strategy. Information submitted in response to this notice will become the property of the United States Government. Respondents should properly mark any materials submitted with the appropriate restrictive markings. Information that is proprietary or competition-sensitive may be protected from disclosure under the public records statutes only if properly labeled as such.
Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (see FAR Part 19) in their response.
