This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number W50SLF26QA022 is issued as a Request for Quotation (RFQ) for commercial products and commercial services to provide Indoor Firing Range Targeting Retrieval System. Review the attached SF 1449 solicitation and all associated documents/drawings for details outlining the required results.
This acquisition is 100% set-aside for small business concerns for NAICS 333310 Commercial and Service Industry Machinery Manufacturing with a size standard in number of employees: 1,000. This solicitation incorporates provisions and clauses by reference. Pricing must be valid for 60 calendar days after quote submission.
Service Contract Act WD are applicable to this project, Wage Determination No: 2015-5689, Revision No.: 30, Date of Last Revision: 8/27/2026 for Hawaii Counties of Honolulu.
Performance will occur at 360 Mamala Bay Drive, Joint Base Pearl Harbor-Hickam, Hawaii 96853. The project shall be completed within 180 calendar days after receipt of order (ARO).
Questions are due no later than 10:00AM Hawaii Standard Time on 23 September 2026. Include the solicitation number, W50SLF26QA022, in the subject line.
Quotes shall be provided electronically to jonathan.weber.14@us.af.mil. Quotes must be provided no later than 10:00AM Hawaii Standard Time on 28 September 2026.
All interested parties must be registered in the System for Award Management (SAM) (https://www.sam.gov) at the time of offer submission and contract award.
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. (RFO FAR 52.212-1(d))
The Government reserves the right to issue one or more firm-fixed-price purchase orders to the quoter(s) whose quotations are determined to be most advantageous to the Government, considering Price, Past Performance, and Technical Capability. The Government may issue a single purchase order for all phases or may issue a separate purchase order for Phase I—VAC modernization, ductwork replacement, and roof reinforcement. Phase II—target retrieval system installation—and Phase III—recurring maintenance services—will be awarded together under one purchase order and will not be separately awarded.
