Geotechnical Evaluation, Procurement, and Foundation Construction for 100-Foot Monopole Towers (GASNT Increment 2, Block 1)
1.0 DISCLAIMER
This is a Sources Sought Notice for market research purposes only. This is NOT a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). No solicitation is being issued at this time, and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. The Government will not be responsible for any costs incurred by interested parties in responding to this notice.
2.0 BACKGROUND AND OBJECTIVE
The Government (577 SWES/DIFF) requires specialized contractor support to perform geotechnical evaluations, procure 100-foot monopole towers, and construct supporting foundations at multiple military installations nationwide. This infrastructure will prepare the sites for subsequent tower erection and system integration (performed by others) in support of the GASNT Increment 2, Block 1 system.
3.0 SCOPE OF WORK SUMMARY
The Contractor will be responsible for engineering, procurement, and foundation construction. The primary design standard for this effort is ANSI/TIA-222 (Risk Category 4).

Tower SpecificationsProcure 100-foot monopole (hot-dip galvanized steel per ASTM A123) capable of supporting four (4) Vertically Polarized VHF/UHF Dipole Antennas and a universal ring mount.
Port & Conduit ConfigurationMinimum ports: One (1) 10x24 inch base port, two (2) 6x12 inch top ports. Foundation conduits: Two (2) 4-inch SCH 80 PVC and one (1) 1.5-inch SCH 80 PVC.
Grounding & LightningThree (3) factory-installed grounding studs at the base; one (1) threaded lightning protection port at the top.
Foundation EngineeringDesigned in strict accordance with ANSI/TIA-222 and ACI 318. Anchor bolt placement tolerance of +/- 1/16 inch. All final drawings must be stamped by a Licensed Professional Engineer (PE) for the state of performance.
Site ComplianceFull compliance with military base security, traffic laws, and safety regulations. Escort/ID badge rules apply. Contractor must provide their own trash receptacles and handle off-base disposal.
Excluded Tasks (By Others)
The following tasks are explicitly excluded from the contractor's scope and will be handled by the Government or follow-on entities:
Installation/erection of the tower structure itself.
Site grounding fields and lightning protection installation.
Installation of active equipment (antennas, electronic cabinets).
Routing of coax or fiber optic cables.
System testing (RF sweeps, PIM testing, commissioning).
FAA Form 7460-1 compliance.
4.0 PLACES OF PERFORMANCE & SCHEDULE
The total project duration must not exceed 12 months from the date of award. Respondents must be capable of meeting the schedule and deploying to the following locations:

5.0 DELIVERABLES & QUALITY ASSURANCE
Capability statements must reflect the ability to provide comprehensive documentation and testing, including but not limited to:

LogisticsBill of Materials (BOM) and Operations & Maintenance (O&M) Manuals for the tower and climbing systems.
6.0 CAPABILITIES STATEMENT INSTRUCTIONS
Interested parties should submit a Capabilities Statement addressing their ability to fulfill the requirements detailed above. Responses should be concise and include:
Company Profile: Company Name, CAGE Code, UEI, Point of Contact, and business size/socio-economic status (e.g., 8(a), HUBZone, SDVOSB, WOSB, Small Business, or Large Business) under the anticipated NAICS code.
Relevant Experience: Brief descriptions of past performance on similar nationwide tower procurement and foundation construction projects (preferably within DoD environments) executed within the last five (5) years.
Engineering Capacity: Confirmation of ability to provide PE-stamped drawings in the required states (KS, AZ, WA, OK, IN, NM, WI).
Security & Logistics: Statement of capability regarding deployment to multiple nationwide military installations, adhering to strict base access, badging, and background check requirements.
