THIS IS A SOURCES SOUGHT NOTICE AND IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to research Terrestrial Imaging Laser Scanner Systems for compliance with the Buy American Act (BAA) meeting the following specifications.
The USDA Forest Service Prescribed Fire Science Laboratory requires the procurement of a Terrestrial Imaging Laser Scanner System, with equivalent specifications to the Leica BLK360 G2, for recording high-resolution 3D point clouds rapidly in rugged field environments. The required product will be used to collect three-dimensional vegetation structure measurements to study timber products, land management, hazardous wildland fuels, and wildland fire.
The required system must provide high-density point cloud acquisition, integrated photographic imaging capabilities, rapid scan acquisition, automated scan registration, lightweight and portable design suitable for transportation in a field pack for remote deployment, and ease of use for field crews with variable (little to no) technical expertise.
The equipment shall have the following minimum salient characteristics:
1.Capable of capturing 3D point clouds of surfaces while remaining stationary (i.e. the product cannot be a mobile (walking) handheld device, backpack mount, car mount, etc.)
2.Ability to register 3D point clouds using simultaneous localization and mapping (SLAM) technology
3.Simple, one push-button acquisition mechanism that does not require the use of a touch screen or external system (laptop, smartphone, etc.) for operation
4.Compact size, not exceeding 30 centimeters (cm) x 30 cm x 15 cm with an encapsulating protective case
5.Compact weight, not exceeding 1 kilogram (kg)
6.A minimum measurement range of 0.5 meters (m) or lower
7.A maximum measurement range of 20 m or higher
8.3D point accuracy of ±5 millimeters (mm) or better
9.A field of view of 360° in the horizontal plane and 270° or larger in the vertical plane
10.A point measurement rate exceeding 500,000 points per second
11.A built-in high-resolution camera (12 megapixels or higher) to obtain on-demand RGB photographs that automatically overlay with the 3D point clouds
12.A scanning laser wavelength of 800 nanometers (nm) or longer (invisible range) that is standard eye safe for terrestrial scanning
13.Meets a minimum IP54 rating for use outdoors
14.Powered by a chargeable and replaceable battery
