National Database/Tool for Pawnshop and Scrap Metal Transactions

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A QUOTE (RFQ).  A RFQ WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. 

This is a combined synopsis/solicitation. The Government, on behalf of the Department of the Army Criminal Investigation Division (DACID), intends to award a firm-fixed-price sole source contract to LeadsOnline LLC, in accordance with FAR 6.103-1(b) Only one responsible source and no other supplies or services will satisfy agency requirements. The LeadsOnline system functionality is designed specifically for criminal investigations using transaction data from pawnshops, scrap yards, eBay, OfferUp, gold buyers etc. with LeadsOnline owning the exclusive proprietary property.

Please note that this is not a request for competitive quotes and is being posted for informational purposes only. The government does not anticipate receiving responses to this notice. However, all responsible sources who disagree with this action may submit a capability statement, proposal, or quote electronically, and the agency will consider.
