Local National Occupational Health Services in Germany – Public Health Command RHCO-E Sembach Germany
This is a Sources Sought Notice Only in accordance with Federal Acquisition Regulation (FAR)10.001(a)(3)(i), in order to determine if sources exist capable of satisfying the agency need, the Government will consider all responses to this sources sought notice.

It does not constitute a solicitation (i.e. request for quote, invitation for bid or request for proposal) nor a promise to issue a solicitation in the future. Further the U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. This notice does not commit the U.S. Government to contract for any services. The U.S. Government will not pay for any information or administrative costs incurred in the response to this notice. Responses to this notice will not be returned and respondents will not be notified of the result of the review. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. If a solicitation is issued, it will be posted on the government-wide point of entry known as “Contract Opportunities’ found on sam.gov at a later day, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. It is the responsibility of potential offerors to monitor the contract opportunities on the beta.sam.gov website for additional information pertaining to this requirement. This notice does not restrict the Government’s acquisition approach on future Solicitation.
OBJECTIVE: This Sources Sought notice is being issued to identify potential sources capable of providing Local National Occupational Health Services for German National Employees at Kaiserslautern Military Community, Sembach Germany, for Public Health Command-Europe. The service encompasses comprehensive occupational health surveillance (e.g., G-code exams like G-20 Noise, G-37 visual display unit) (VDU), Fitness for Duty evaluations, Fitness for Work examinations (e.g., truck/bus driver licensing), worksite visits (including Betriebliches Eingliederungs Management (BEM) and Workplace Re-Integration), and vaccination services. Critical performance requirements include maintaining a network of examination facilities within 60 kilometers of designated U.S. Army Garrisons, achieving a 95% appointment availability rate, delivering medical reports within 14 calendar days, and maintaining a "no-show" rate below 5%. The contractor must also provide a bilingual (German/English) central point of contact and documentation.
CONTRACT TYPE: The anticipated contract type is firm-fixed price, and the period of performance would be for a one-year base period and four (4) additional one-year options.
CAPABILITIES SOUGHT: The anticipated North American Industry Classification System (NAICS) code is: 923120, Administration of Public Health Programs, Small business size standards are not established for this sector. The Product Service Codes (PSC) is Q403.
INDUSTRY RESPONSE: Industry Response Request for Market Research: This is not a solicitation and will not result in a contract award. No proposals are requested at this time. This is a sources sought for Industry interest to establish Market Research for acquisition planning purposes only. The Government desires that respondents offer their experience and recommendations on the following questions and issues related to the procurement of commercial personal and non-personal health care worker services in support of MEDCOM Europe.

Request for Capability Statement: Respondents to this notice are requested to describe their interest and ability/capability to perform the services in accordance with the contents of this notice by submitting a capability statement.
Responses should contain: Company Name, Address, Point of Contact, Phone Number, Fax Number, CAGE Code, Size of Business pursuant to 923120, Administration of Public Health Programs). Please submit all responses through e-mail to both points of contact identified in the section below. Responses should be formatted as either MS Word (doc) or Adobe Portable Document Format (pdf) and should be limited to a maximum of five (5) pages (excluding price lists or catalogs). Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses.
