INTRODUCTION:

The United States Property and Fiscal Office Purchasing and Contracting Division of Utah (USPFO-UT-P&C) within the Utah Army National Guard (UTARNG) is conducting this SOURCES SOUGHT (RFI) notice to help determine the availability and technical capabilities of small businesses in the marketplace (to include the following subsets, Small Disadvantaged Businesses (SDB), HubZONE, Certified 8(a), Service Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB)).  This notice is for a Brand-Name or Equal requirement for Vector Dagger and Hammer sUAS drones bundles for the Utah Training Center (UTC) located at Camp Williams, Utah within the Utah Army National Guard (UTARNG).

DESCRIPTION:

The Utah Training Center (UTC) within the Utah Army National Guard (UTARNG) requires a Brand-Name or Equal requirement for Vector Dagger and Hammer sUAS drones bundles.

The requirement is as follows:

(21 EA) Vector Dagger 3.5” FPV small Unmanned Aerial Systems (sUAS) w/battery

(42 EA) Vector Dagger spare batteries

(14 EA) NDAA Compliant Drone Goggles

(4 EA) Vector Hammer F1 small Unmanned Aerial Systems (sUAS)

(2 EA) NDAA Compliant Hammer F1 Controller

(12 EA) NDAA Compliant Dagger Controller

(10 EA) Sim Kit Code, (10 EA) Battery Charger

(12 EA) Prop Wrench Tool

(64 EA) Spare Dagger Propellers

(8 EA) Spare Hammer F1 Propellers

(10 EA) SD Cards

(24 EA) Goggle Batteries.

If your firm is interested in this requirement and you believe you can support and fulfill our upcoming Brand-Name or Equal requirement for Vector Dagger and Hammer sUAS drones bundles, your company MUST be registered and active on www.sam.gov as a qualified small business offeror under the NAICS code 334220 - “Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing” (or very similar NAICS code) which has a Small Business Size Standard of 1,250 employees. ***Your company’s 3.5” FPV model of sUAS drone MUST be 3rd party cybersecurity assessed for NDAA compliant recommendation OR NDAA certified OR Blue sUAS Cleared List certified AND MUST be able to deliver sUAS drone packages by 1 OCT 2026.***

An organization that is NOT registered on www.sam.gov as a small business offeror under the applicable NAICS code (or very similar NAICS code) should NOT submit a response to this notice.

The current intent is to issue a forthcoming solicitation (or Notice of Intent to Award Sole Source) and award a purchase order contract that will be commercial and potentially competitive in nature.  The forthcoming purchase order contract will be Firm-Fixed Price (FFP) and have certified funding attached to it.

As permitted by RFO FAR Part 10, this SOURCES SOUGHT (RFI) notice is a market research tool ONLY and being utilized for informational and planning purposes ONLY.  Your responses will help assist the Government in the development of its acquisition strategy for a possible Request for Quote (RFQ), to be issued at a later date, and help determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized.  

This is NOT a Request for Quote (RFQ) solicitation notice.  It does not constitute a solicitation and shall not be construed as a commitment by the Government.  Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.  Any information submitted by respondents to this notice is considered voluntary.

CAPABILITIES:

All interested small business offerors that believe they have the experience and capabilities to fulfill this service requirement are requested to submit a minimum one (1) page and maximum ten (10) page statement of their company's capabilities and expertise with respect to providing a Brand-Name or Equal requirement for Vector Dagger and Hammer sUAS drones bundles that is NDAA compliant recommendation OR NDAA certified OR Blue sUAS Cleared List certified AND MUST be able to deliver sUAS drone packages by 1 OCT 2026 for FPV operator training mission requirement.

SAM REGISTRATION: 

All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing.  All qualified responses will be considered by the Government.  Each Capabilities Statement must include vendor's CAGE code, DUNS number, Federal Tax Number, and must include point of contact information.  Prospective vendors may obtain information on registration at www.sam.gov.  Failure to provide SAM registration may result in your company not being considered.  IAW RFO FAR 52.204-7 and RFO DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to award.  Lack of SAM registration shall be a determining factor for award.

SUBMISSION INSTRUCTIONS: 

Please provide your Capabilities Statement to the United States Property and Fiscal Office Purchasing and Contracting Division of Utah (USPFO-UT-P&C) no later than 0800AM MST 2 September 2026.  All submissions should be sent via email to:  william.t.brown68.civ@army.mil.  Facsimiles will not be accepted.  Questions regarding this requirement may also be directed to this email, with sufficient time to do any research to answer question prior to the closing of this posting.  Responses received after the stated deadline may be considered non-responsive and may or may not be considered.

Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm’s qualifications to perform the defined work.  Responses must be complete and sufficiently detailed to address the specific information.  The company’s capabilities documentation shall address, at a minimum, the following:

1. Company name and address;
2. Affiliate information:  parent company, joint venture partners, and potential teaming partners;
3. Year the firm was established and number of employees;
4. Two points of contact (names, titles, phone numbers and email addresses);
5. UEI number and CAGE Code, as registered in the System for Award Management (SAM) at http://www.sam.gov/
6. Small Business designation/status, as indicated on sam.gov registration
7. Is the firm currently on the Excluded Parties List or has Debt Subject to Offset on www.sam.gov?
8. Documentation of the company’s ability to obtain financing for a contract valued between $100,000.00 to $300,000.00.
9. Bonding capability.
10. List at least 1 current commercial Brand-Name or Equal requirement for Vector Dagger and Hammer sUAS drones bundles project in the last 5 years of similar size and scope.  Include location, POC, agency (if applicable), size, and contract award amount.
