1. Subcontractor Past Performance and Technical Experience Evaluation
o Context: RFQ Section XII, provisions FAR 52.212-1 and 52.212-2, state that quotes must include at least two references from at least two separate contracts for similar and relevant recent services performed within the past two years to demonstrate capability. Under a prime-subcontractor teaming arrangement, a small business prime contractor manages administration, invoicing, and overall compliance, while a specialized local subcontractor performs physical, on-site technical services.
o Question: Will the Government evaluate the past performance, technical experience, and HVAC certifications of proposed key subcontractors to satisfy the evaluation criteria under Technical Acceptability/Capability and Past Performance, provided the subcontractor is clearly identified and a signed teaming agreement or commitment letter is submitted with the quote?
o Answer: Yes, subcontractor’s past performance is sufficient.
2. Pricing of Materials, Parts, and Specialty Equipment under Unscheduled Emergency Repair CLINs
o Context: Section II, CLINs 0003 and 0004 (and Option Year equivalents) request a firm-fixed hourly rate for unscheduled emergency repairs. SOW Section 2.3.1 states that emergency repairs will include labor, parts, and components required to troubleshoot, diagnose, or repair faulty equipment, and that estimates must be submitted to the TPOC for review. SOW Section 7.0 further states that the contractor shall furnish all materials.
o Question: Please clarify how replacement parts, materials, and specialty equipment required for unscheduled emergency repairs should be priced and invoiced under CLINs 0003 and 0004. Are offerors permitted to bill these parts at cost, or with a fixed material markup percentage? Alternatively, should offerors include a standard plug-in material allowance, or is the hourly rate intended to be fully burdened to cover labor only, with parts handled via separate post-award bilateral modifications?
o Answer: Unscheduled emergency repairs will require estimates to be submitted to the TPOC for review and approval, using the labor rate provided in the RFP, and the pricing for the parts/components that need to be replaced. We presume the parts portion of the estimates will include a reasonable markup.
3. Specific Manufacturer Models, Types, and Quantities of Backup Batteries
o Context: SOW Section 2.1.7 requires the contractor to inspect and replace backup batteries for HVAC controllers and Variable Frequency Drives (VFDs) annually. SOW Section 4.6 lists on-site equipment, including Trane UC600 Tracer Controls and Trane PM014 Power Supply Modules, but does not provide specifications or models for the on-site VFDs.
o Question: To ensure accurate pricing of materials and avoid system disruptions, could the Government provide the specific manufacturer model numbers, battery types (e.g., lithium coin cells, sealed lead-acid modules), and total quantities of batteries requiring annual replacement for the VFDs and controllers at both the WFO and NEXRAD locations?
o Answer: We do not have that information. This is likely a nominal cost.
4. Applicability of Service Contract Act (SCA) Wage Determinations
o Context: Section X lists two separate Wage Determinations as contract attachments: Charleston WD 2015-4427 and Hampton WD 2015-4441. The places of performance consist of WFO Charleston (Charleston County) and NEXRAD Early Branch (Hampton County).
o Question: Please confirm the geographic applicability of each Wage Determination. Is it the Government’s intent that WD 2015-4427 applies strictly to work performed at the Charleston WFO, and WD 2015-4441 applies strictly to work performed at the NEXRAD site in Early Branch?
o Answer: Wage Determination is correct to the best of our knowledge.
5. Scope Clarification on Scheduled Consumables vs. Emergency Repair Parts
o Context: SOW Section 2.1.5 and 2.1.6 mandate the annual replacement of the 3M HF60-S water filter cartridge and the Nortec humidifier steam cylinder (Nortec model 202). SOW Section 7.0 requires the contractor to furnish all materials.
o Question: Please confirm that the cost of procuring and installing the Nortec 202 steam cylinders and 3M HF60-S water filter cartridges must be fully absorbed within the scheduled PM CLINs (CLIN 0001, etc.), rather than billed separately under CLIN 0003. Additionally, are there any other specialty HVAC consumables (excluding standard belts and MERV air filters) that must be replaced on a routine, scheduled basis?
o Answer: Factored into the CLIN 0001 price. There are no other specialty HVAC consumables.
6. Site Visit Coordination and Quote Deadline Extension Request
o Context: Solicitation 1305M326Q0394 was issued on August 3, 2026, with questions due by August 10, 2026, and quotes due on August 14, 2026. SOW Section 2.0 strongly encourages a pre-proposal site visit and emphasizes that field verification takes precedence over SOW discrepancies. WFO Charleston and remote NEXRAD Early Branch are geographically separated by approximately 80 miles, and site access requires physical LPOC escorts.
o Question: To allow offerors sufficient time to coordinate and conduct site visits across both geographically separated secure facilities, perform necessary field verifications, and compile highly accurate, non-reiterative technical packages with local technical teams, will the Government consider extending the quote submission deadline by one week, to August 21, 2026?
o Incumbent Contractor: Could you please confirm whether there is a current incumbent for this contract? If so, we would appreciate it if you could share the associated Purchase Order number and the total contract value.
o Answer: No incumbent new requirement and we will not be extending solicitation date.

REQUEST FOR QUOTATIONS (RFQ)
NWS HVAC PREVENTIVE MAINTENANCE (PM) TWO LOCATIONS WFO AND NEXRAD IN SOUTH CAROLINA.
1. Solicitation number 1305M326Q0394 is issued as a request for quotation (RFQ), for National Weather Service HVAC Preventive Maintenance (PM) two (2) Locations; WFO in Charleston, SC and NEXRAD in Early Branch, SC.
Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for HVAC Systems Preventative Maintenance at Weather Forecast Offices (WFO) in Charleston, SC and Next Generation Radar (NEXRAD) locations in Early Branch, SC in accordance with the Statement of Work. See attached Statement of Work which applies to Base Year and all Option Years 1 – 4.
A complete description of requirements for the items to be acquired, including documentation supporting any brand name descriptions or technical data, can be found in the SF18.
2. This is a request for quotations (RFQ) for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
