Notice of Intent to award a sole source requirement for CODAN MT4E Radio Repeaters to Daniels Electronics dba Zetron (UEI: H2CCXQFJ48V9). This proposed contract action is for CODAN MT4E Ruggedized Radio Repeaters for which the Government intends to solicit and negotiate with only one source under the authority of RFO FAR 13-106-1(b)(1)(i) – Only One Responsible Source.
The CODAN MT4E repeater system is a proprietary technology, representing intellectual property that cannot be outsourced. Zetron is the sole GSA-approved vendor authorized to distribute the CODAN MT4E Ruggedized product.
Officer safety is paramount, particularly within the Comstock Area of Responsibility (AOR), where cellular coverage is limited along Highway 90 and virtually non-existent in many other areas. In these critical zones, the government-issued service radio serves as an agent's sole means of communication and their lifeline. The absence of communication in these dead zones poses a significant risk during emergencies, a gap that the Comstock Station has highlighted for decades.
The CODAN MT4E radio repeater is essential for bridging these communication gaps by establishing infrastructure where none currently exists. This technology has a proven track record of success, having been effectively deployed along the northern border and in specific areas within the Tucson AOR. Due to the extensive distances between radio towers and the challenging topography of the Comstock AOR, a repeater with lesser coverage would be unable to maintain line-of-sight and sufficient range with existing radio towers.
Furthermore, the current Land Mobile Radio (LMR) system requires a specific type of technology, and Codan is presently the only compatible equipment source. The system demands "plug and play" functionality to ensure agents can operate their radios simply and effectively, using only the push-to-talk (PTT) feature without distraction during critical duties. The LMR system utilizes a vote scan system to select the optimal communication towers, and Codan repeaters integrate seamlessly, causing no disruption to this process. The existing system cannot be modified to accommodate incompatible or lesser technologies.

The Government will consider all capability information received prior to the closing date. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
There is no commitment by the Government to issue any solicitation, make an award, or be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above. Information provided herein in no way binds the Government to solicit for or award a contract.
This notice of intent is not a request for quotations. No solicitation will be made available.
