General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2
By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder for the Roush Lake Elevator Service Repair in Indiana . The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party expense.
At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFQ. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice.
GOVERNMENT REQUIREMENTS: Under the proposed Contract, the contractor will be required to provide the following construction services:
The project is located at J. Edward Roush Lake in Indiana. Required (Base) service work includes performing a comprehensive diagnostic of the Variable Frequency Drive (VFD) and executing the repair or replacement of the VFD unit to restore system functionality. Conducting a full operational load test of the electric hoist motor, the Contractor shall also perform final system tuning, integration testing, and safety certification to return the elevator to full service. Contracted personnel must be trained, certified, and equipped for fall protection operations IAW U.S. Army Corps of Engineers EM 385-1-1 standards.
Contracted personnel must have a current national and/or State of Indiana license to repair and inspect elevators and submit a copy of the license.
The Contractor shall furnish all labor, materials, equipment, supervision, and incidentals necessary to complete the work in accordance with the contract drawings, specifications, and applicable permits. The Contractor shall develop and implement a controlled reservoir drawdown plan, monitor site conditions throughout the drawdown period, demolish and remove the existing dam structure, transport and dispose of demolition materials, and install riprap stabilization along the downstream retaining wall as specified. Temporary flow management, erosion and sediment control, and protection of adjacent infrastructure shall be provided for the duration of construction.

This Agency requests that interested contractors to submit the following:
1. Identification and verification of the company small business status.
2. Contractors Unique Entity Identifier (UEI) and CAGE Code(s).
3. In consideration of North American Industry Classification System (NAICS) code 811310 with a small business size in dollars of $12.5M, which of the following small business categories is your business classified under, if any? Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Small Business
4. Current national and/or State of Indiana license to repair and inspect elevators and submit a copy of the license. Please stipulate if the licensed mechanic is an employee or subcontractor.
