SOURCES SOUGHT SYNOPSIS
The Regional Contracting Office Marine Corps Installations -West (MCIWEST) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Religious Ministries Musical Director service for Marine Corps Air Station Yuma AZ. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 711130 (Musical Groups and Artist).
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services,

Statement of Work (SOW)
Religious Ministries Musical Director (RMMD)

- BACKGROUND
- This effort is for a non-personal service contract to support the Marine Corps Air Station (MCAS) Yuma, Arizona, with a Religious Ministries Musical Director (RMMD) for the Station Chapel. The Religious Ministries Musical Director (RMMD) shall coordinate and administer the Roman Catholic and Protestant music programs. The contractor shall provide the level of support required to meet the Government needs in accordance with the Statement of Work (SOW).

- Music is an integral part of religious services/masses. The technical expertise needed to provide these services is beyond the capabilities of present government personnel. Contractor shall receive insight from the MCAS Yuma Command Chaplain pertaining to the coordination and administration of the program.

- This requirement is anticipated to be for one base and four option years. Option years are not guaranteed.

- Services are estimated at an average of thirteen (13) sessions per month, comprising one (1) weekly Roman Catholic religious service, one (1) weekly Protestant religious service, and one (1) weekly Combined Worship rehearsal, totalling fifty-two (52) sessions, annually, for each denomination/grouping, and eight (8) special mass sessions totalling 164 sessions in FY 26, 27, 28, and 29. As FY 27 will be a leap year, with one additional Sunday, that year will total fifty-three (53) sessions per denomination and eight (8) special mass sessions totaling 167. It is estimated that one session is equal to one hour.

- In addition to regularly scheduled services, the contractor shall perform no more than eight (8) Special Masses. All sessions will be performed as approved by the MCAS Station Chaplain. These services are not guaranteed to be offered to the contractor however if they are the contractor will have a minimum of a 72 hour notice. Services may include: New Year’s Day, Confirmation Mass, Ash Wednesday, Maundy Thursday, Good Friday and Christmas Eve/Christmas ,Assumption of Mary and All Saints (Estimated and not Guaranteed).

- The contractor shall perform no more than the specified quantity of this SOW unless mutually agreed by both parties via contract modification.
2.0 OBJECTIVES

- The contractor shall provide a quality music program during the periods listed in this SOW with emphasis on, but not limited to:
- Planning and coordinating musical selections;
- Accompanying singers, choirs and congregation;
- Maintaining music supplies and material

- SCOPE
- In the event the Contractor is unable to provide services, the Contractor shall provide a substitute at the Contractor’s expense as depicted in this Statement of Work (SOW) at no additional cost to the Government. If an alternate is provided the substitute shall meet all contract specifications and the alternate shall perform at the same music ability level or above.
- The Contractor shall notify the MCAS Station Command Chaplain of planned substitutions two weeks in advance of arranged absences (i.e. vacations and holidays).

- The Contractor shall notify the MCAS Station Command Chaplain and coordinate with his/her substitute by telephone and email between 2-3 hours ahead of scheduled time when unable to perform services due to non-scheduled time off, illness, inclement weather, and/or emergencies.
- All work shall be accomplished within the guidelines of the SOW and in coordination with the MCAS Yuma Command Chaplain. Provision of services to Roman Catholic Masses shall also be in accordance with the directive of the Archdiocese of Military Services and the Roman Catholic Church or his representative of the chapel assigned.

- Contractor shall be liable for loss, damage, or theft of government property due to Contractor’s carelessness and/or negligence. Negligence will be determined by appropriate Report of Survey findings.

- Contractor shall furnish his/her own transportation to and from the work site(s). There will not be any travel reimbursement included in this contract.
- The Government will not be liable for loss, damage, theft, or maintenance of personal equipment. Contractor shall ensure that personal property is clearly marked and identified to preclude misidentification as government property.
- Contractor is solely responsible for all tax liabilities. No provisions are implied or provided in this contract for any benefits such as medical care, retirement, or worker’s compensation.

- Contractor shall be familiar with and ensure compliance with provisions of the Privacy Act, Freedom of Information Act, and limitations on government collection of personal and statistical data on nonaffiliated personnel. Contractor shall regard personal information on all applicants, volunteers, and participants as confidential. As required by public laws and military regulations Contractor shall divulge information of illegal activities to the proper authorities.

- Summary of Qualifications
- Contractor shall demonstrate proficiency in accompanying both a Protestant service and a Roman Catholic Mass on either a keyboard type instrument or a guitar. Contractor shall perform a five (5) to ten
(10) minute work of their choice at the MCAS Station Chapel for the Command Chaplain. Contractor shall be prepared to discuss their rationale for registration and interpretation. An oral interview and audition may also be conducted at the same session to establish musical proficiency as determined by the Command Chaplain.

- It is expected the Religious Ministries Musical Director (RMMD) shall be a professing Christian in good standing with pastoral references during the contract period of performance in order to be eligible for the contract.

- Contractor shall provide the name, address, and telephone number of no more than three (3) references for which the contractor has provided past performance as a musician for religious services or other relevant professional references. It is preferred that the combined references should provide a minimum of five (5) years experience.
4.0 TASKS
-
- Contractor shall coordinate and administer the music program for active duty and retired military, dependent Family members and civilian employees at the MCAS Yuma Station Chapel. Contractor shall coordinate and administer the program concurrent with the advance approval of the MCAS Station Command Chaplain. Contractor shall communicate with the chaplain, worship leaders, cantor, and other musicians conducting services to ensure a coordinated service of worship for the congregation. Contractor will plan and coordinate all musical selections with the presiding Protestant Chaplain and Priest of the Roman Catholic congregation or his/her designated representative to select music in keeping with the theme and style of the specific religious service/mass.
- Contractor shall select pieces for choir solo presentation that enhance the atmosphere of worship for the congregations of Protestants and Roman Catholics when applicable. Contractor shall adjust tempo and style of solo choir selections to enhance the congregation’s ability to participate in worship.

- Contractor shall maintain, in an organized and efficient method, all music supplies, resources, files, directives, and materials needed for the Protestant and Roman Catholic music programs. Contractor shall provide the Religious Support Administrative Manager with the proper requests for the ordering of supplies and equipment to support the Protestant and Roman Catholic music programs concurrent with the advance approval of the Protestant Chaplain and the priest of the Roman Catholic congregation.

- Contractor shall perform accompanist duties at combined rehearsals as notated in the Service Performance Calendar. Combined Rehearsal can entail rehearsing with all appropriate congregation members prior to the start of a religious service for services such as, but not limited to, choir performances and special music performances for the enhancement of worship services.

- Contractor shall be on site at the start of all services listed in the Sevice Performance Calendar and remain for the duration of the entire service.
- Contractor shall lead the music to include the choir and congregation.

- Contractor shall recommend, in writing to the MCAS Yuma Command Chaplain, music purchases that would enhance the Religious Ministries Musical Program.
- Contractor shall notify the senior Religious Support Administrative Manager in writing of any facility or equipment maintenance requirements.

- Contractor shall provide music selections to the Religious Program Specialist (RP) not later than 1200 on Wednesday’s to be included in the weekly bulletin.

- Contractor shall present a neat, well-groomed appearance appropriate for chapel worship services during all times while he/she is performing services under this contract.

- GOVERNMENT FURNISHED PROPERTY
- The Government will furnish adequate work space at the assigned Chapel. Work space will include office furnishings and rehearsal area, piano, organ, electric piano, standard audio equipment plugs, and microphones.
- The Government will provide work spaces that include utilities and custodial services. The Government will not make any modifications to utility outlets or audio inputs to accommodate Contractor’s equipment such as, but not limited to, unique contractor provided musical instruments or equipment used by the contractor.

- The Government will provide an sound equipment, ie. Mic, mic stand and music stands. Any other musical instruments or equipment deemed necessary by the contractor will be provided solely by the contractor.

- On-base telephone service, fax machine and reproduction machine in chapel facilities.

- The Government will not furnish Contractor with government living quarters.
6.0 SECURITY
-
- Contractor and subcontractor must be able to pass security and background checks necessary to fulfill the requirements of the contract.
- Contractor must complete a Person Identification Information Form (PIF) within 60 days of contract award (and substitutes within 24 hours of replacement).

- MCAS Yuma and Cannon Air Defense have security requirements and restrictions, and contractor employee(s) shall comply with these requirements. Failure to comply with security requirements does not relieve Contractor of performance requirements.

- Contractor personnel and equipment entering a military installation are subject to security checks. Contractor personnel shall follow any direction given by Military Police or other security or safety personnel.

- Access to the flightline is not necessary for this contract.
- PLACE OF PERFORMANCE
Primary facilities for the services provided will be at the MCAS, Yuma, AZ, Station Chapel, BLDGs 1176, 1177 & 1178. Contractor shall provide services in these facilities designated within the confines of MCAS Yuma.
- INSTALLATION ACCESS AND SECURITY REQUIREMENTS CURRENT CONTRACTORS
RAPIDGate/MCESS card holders will be required to transition to the Defense Biometric
Identification System (DBIDS) credential in order to access MCB Camp Pendleton, MCAS Miramar, MCAS Yuma, MCRD San Diego, MCMWTC Bridgeport, MCAGCC 29 Palms and other controlled areas within the MCIWEST Region.
DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.
Contractors will be required to bring the following items:
Current RAPIDGate/MCESS credential
Second form of government-issued photo identification (Real ID Act Compliant, driver license, passport, etc.) Company Contract/Letter of Authorization (this should come from the COR or the Contracting Officer) SECNAV form 5512/1 (the sponsoring organization should complete block 28 of the SECNAV form).
New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.
Effective 1 October 2018, all contractors and venders must be in possession of a DBIDS credential that is authenticated for all MCIWEST and west coast Service-Level Training Installations (SLTI).
Access to MCB Camp Pendleton through Naval Weapon’s Station Seal Beach, Detachment Fallbrook is prohibited unless DBIDS credential is authenticated (I.E., work is also performed there).
NEW CONTRACTORS
New contractors requiring access to MCIWEST installations will be issued temporary passes for up to 60 days.
If you are a new contractor seeking enrollment into DBIDS, please contact the Contracting Officer and/or Contract Specialist managing the contract awarded to your respective company.
Base access requirements and procedures may change during the term of a contract. The contractor shall comply with all changes, and such compliance shall not be grounds for a request for an equitable adjustment or other contract modification.
ADDITIONAL REQUIREMENTS
(a) Photography is restricted on the Base. Clearance for photography shall be obtained in advance from appropriate Base personnel. When requested, all film or storage media must be turned over for processing and security inspection.
Some areas of the Base may be inaccessible due to road conditions following heavy and/or prolonged rainfall. Adjustments to work schedules due to road/weather conditions shall be coordinated with the Contracting Officer. If your vehicles get stuck or breaks down, military personnel cannot pull or tow your vehicle. Call MCRD San Diego PMO ((619)524-4202) who will refer you to a civilian wrecker service or information (411) for assistance.
- GOVERNMENT TECHNICAL POINT OF CONTACT
The Contracting Officer shall designate a two (2) Government Technical Points of Contact during the term of this contract. The TPOCs will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other operations type problems within the scope of this Performance Work Statement. The TPOC will provide technical clarification and assistance in support of the contract requirements. The TPOCs DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer from the Regional Contracting Office MCI-WEST, MCB Camp Pendleton, CA.
