DLA Troop Support is issuing a solicitation for worldwide Tailored Logistics Support (TLS) Vendor support for Maintenance, Repair, and Operation (MRO) supply, material-related incidental service, and logistics capabilities. This procurement will be solicited on an unrestricted basis. The Government intends to make up to a maximum of seven awards with up to two awards reserved for small businesses. Multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded with post-award competition of delivery orders. The resultant contract will have a two (2) year base period, which may include a 60-day ramp-up or implementation period, if needed, after the award. The contracts will include a provision for exercise of unilateral options by the Government to extend the contract term by up to four (4) option periods of two (2) years each. This procurement will entail Customer Direct Deliveries to Department of War (DoW), military installations, other Federal Agencies and Departments, and other authorized customers worldwide locations throughout the world. The acquisition base period is estimated at $1,042,800,000.00 and the total estimated dollar value of this acquisition is $5,214,000,000.00. The maximum dollar value that can be obligated for all contracts awarded under this solicitation is $10,428,000,000.00. The scope of this acquisition includes, but is not limited to: Heating, Ventilation and Air Conditioning (HVAC) supplies; Plumbing supplies (including bath and shower items, ablution units); Electrical products (including generators, wire/cable, connectors, sockets, outlets, lights, etc.); Tools of various kinds; Chemical, lubricating, and rubber products and products including same; Construction supplies (including, but not limited to, cement, lumber, plywood, bricks, blocks, steel, aluminum, metal products, and conduits); Pre-fabricated structures to include re-locatable buildings (RLBs); perimeter security items, such as barriers, barbed wire, concertina wire, and sand bags; communication devices, such as walkie-talkies and two-way radios, used by the maintenance personnel; appliances (excluding food service equipment); janitorial and sanitation products; facilities maintenance-related heavy equipment; aviation and shipyard maintenance-related products (such as maintenance stands); surveillance equipment for use at the facility grounds; environmental testing equipment; weather testing equipment; personal protective equipment for both facility maintenance personnel and workers performing repairs or inspections at the installation; and various other commercial supplies required by the warfighters to accomplish their mission as it relates to facilities maintenance or sustainment. All items are commercial products or modified commercial products. All items are to conform to the manufacturer’s commercial specification. In addition, the contractor may be asked to perform incidental commercial services under the contract. Incidental services are standard commercial services that may be performed in connection with supplying items under the scope of the contract.
Proposals will be evaluated using Best Value Tradeoff source selection procedures with the non-price factors being significantly more important than price. As the non-price ratings of offers become more equivalent, price will become more important. Offeror will provide firm-fixed ceiling prices for the Price Evaluation List (PEL) and pricing for one incidental service scenario. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary.
Offerors are advised that the Trade Agreements Act, Preference for Certain Domestic Commodities/Berry, Restriction on Acquisition of Hand or Measuring Tools, and Restriction on Acquisition of Carbon, Alloy and Armor Steel Plate, Restrictions on Certain Foreign Purchases, and Restriction on Acquisition of Hand or Measuring Tools, and the Prohibition on Contracting for Telecommunications and Video Surveillance Services or Equipment apply to this solicitation. Additionally, there are other procurement restrictions set forth in the solicitation that may apply to certain specific products.
Copies of the solicitation will be posted on DIBBS, https://www.dibbs.bsm.dla.mil/ when issued. All responsible sources may submit a proposal(s) which shall be considered by DLA Troop Support. Anticipated closing date is June 8, 2026.
IMPORTANT: All questions and requests for clarification regarding this solicitation must be submitted via email to the acquistiion specialist, Michelle Stubbs, michelle.stubbs@dla.mil and the contracting officer, Linnette De La Cruz linnette.delacruz@dla.mil by no later than 3:00 PM EST on April 30, 2026. Questions received after that time and date will not be answered. Questions submitted timely will be answerred to the extent practicable thereafter by amendment to the solicitation.
